【摘要】：英國大學(xué)歷史悠久,長期以來,大學(xué)都保持著中世紀(jì)以來的自治和自由教育傳統(tǒng),與不斷變化發(fā)展的社會不相適應(yīng)。20世紀(jì)以來,英國宏觀大學(xué)制度不斷發(fā)展演變,大學(xué)逐漸從社會的邊緣走進社會的中心。在20世紀(jì)英國宏觀大學(xué)制度演變的進程中,大學(xué)與政府、大學(xué)與產(chǎn)業(yè)界之間關(guān)系是如何變化的?政府是通過何種方式來干預(yù)調(diào)控大學(xué)的?社會產(chǎn)業(yè)界是如何介入大學(xué),并與大學(xué)形成多樣、成熟和穩(wěn)定的聯(lián)系?這些變化反映出了大學(xué)發(fā)展中哪些規(guī)律?我們又能出英國大學(xué)制度的發(fā)展演變中獲得哪些經(jīng)驗啟示?對這些問題的解答將構(gòu)成本研究的主要內(nèi)容。 本研究主要采用文獻研究法和歷史分析法,首先對20世紀(jì)以來英國宏觀大學(xué)制度的發(fā)展演變做一個整體的歷史敘述,重點分析有重要意義的政府政策；其次對整個制度的發(fā)展演變過程進行審視、反思,揭示出整個演變進程背后體現(xiàn)的大學(xué)發(fā)展規(guī)律；最后進一步總結(jié)升華,得出英國宏觀大學(xué)制度發(fā)展演變的經(jīng)驗啟示。 本研究認(rèn)為,20世紀(jì)以來,英國政府代表國家整體利益需求和社會產(chǎn)業(yè)界的需要對大學(xué)進行干預(yù),通過和大學(xué)及產(chǎn)業(yè)界共同組建高等教育中介組織、創(chuàng)建新型大學(xué)以及頒布教育改革法規(guī)等途徑,逐步改變了大學(xué)與政府、大學(xué)與產(chǎn)業(yè)界之間的關(guān)系。大學(xué)從社會邊緣的“象牙塔”,逐漸進入社會的中心,政府可以通過高等教育中介組織對大學(xué)進行有效的干預(yù)調(diào)控,大學(xué)也在政府的引導(dǎo)下積極為產(chǎn)業(yè)界服務(wù),為其發(fā)展提供強有力的智力支持。這一進程就是宏觀大學(xué)制度現(xiàn)代化或現(xiàn)代大學(xué)制度構(gòu)建的過程。從20世紀(jì)英國宏觀大學(xué)制度發(fā)展演變的進程中,我們可以得出四點經(jīng)驗啟示：利用中介組織調(diào)控大學(xué)、市場化改革是推動大學(xué)與產(chǎn)業(yè)界合作的根本、創(chuàng)建新型大學(xué)系統(tǒng)以推動大學(xué)制度的現(xiàn)代化以及立法手段的運用。
[Abstract]:British universities have a long history. For a long time, universities have maintained the tradition of autonomy and free education since the Middle Ages. In 20th century, in the process of the evolution of British macro-university system, how did the relationship between university and government, university and industry change? How does the government intervene to regulate universities? How do social industries get involved in universities and form diverse, mature and stable links with universities? What laws do these changes reflect in the development of universities? What lessons can we gain from the evolution of the British university system? Answers to these questions will form the main content of this study. This research mainly uses the literature research method and the historical analysis method, first makes an overall historical narration to the British macroscopic university system development since 20th century, emphatically analyzes the important government policy; Secondly, it examines the development and evolution process of the whole system, reflects on the law of university development embodied in the whole evolution process, and finally summarizes the sublimation and draws the experience and enlightenment of the development and evolution of the British macro-university system. This study holds that since the 20th century, the British Government has intervened in universities on behalf of the overall interests of the country and the needs of social and industrial circles, and through the establishment of higher education intermediary organizations with universities and industry. The establishment of new universities and the promulgation of educational reform laws and regulations have gradually changed the relationship between universities and governments, universities and industry. Universities have gradually entered the center of society from the "ivory tower" on the margins of society. The government can effectively intervene and regulate universities through intermediary organizations of higher education, and universities, under the guidance of the government, actively serve the industry. This process is the process of the modernization of the macro-university system or the construction of the modern university system. We can draw four lessons: using intermediary organizations to regulate universities, market-oriented reform is the basis to promote the cooperation between universities and industry, to create a new university system to promote the modernization of the university system and the use of legislative means.
