【摘要】：當(dāng)今世界，，科技創(chuàng)新能力已日益成為影響一個(gè)國(guó)家國(guó)際競(jìng)爭(zhēng)力的重要因素。高等學(xué)校是國(guó)家創(chuàng)新體系建設(shè)的重要組成部分，有責(zé)任不斷加強(qiáng)科學(xué)研究的能力，提升科技創(chuàng)新水平，建設(shè)一支符合國(guó)家科技戰(zhàn)略發(fā)展需求和高等學(xué)校建設(shè)世界一流大學(xué)自身發(fā)展目標(biāo)需要的高水平的專(zhuān)職科研隊(duì)伍，以服務(wù)國(guó)家建設(shè)需要、實(shí)現(xiàn)高校自身發(fā)展目標(biāo)。建設(shè)一支規(guī)模適度、層次合理的專(zhuān)職科研隊(duì)伍，日益成為我國(guó)高水平研究型大學(xué)在當(dāng)前發(fā)展的重要?dú)v史時(shí)期承擔(dān)社會(huì)責(zé)任、實(shí)現(xiàn)自我價(jià)值的有效途徑。 同世界知名研究型大學(xué)專(zhuān)職科研隊(duì)伍建設(shè)的情況相比較，我國(guó)研究型大學(xué)專(zhuān)職科研隊(duì)伍的建設(shè)尚處于起步階段，在隊(duì)伍規(guī)模、評(píng)聘與晉升、待遇保障、管理模式等方面還存在較大差距。本文擬從我國(guó)高水平研究型大學(xué)建設(shè)專(zhuān)職科研隊(duì)伍的必要性入手，結(jié)合我國(guó)研究型大學(xué)專(zhuān)職科研隊(duì)伍建設(shè)的探索與實(shí)踐，對(duì)比美國(guó)一流研究型大學(xué)在專(zhuān)職科研隊(duì)伍建設(shè)中的成效和理念，分析兩者之間的差異所在及我國(guó)高校應(yīng)借鑒的成功經(jīng)驗(yàn)，結(jié)合我國(guó)國(guó)情和研究型大學(xué)科研工作的實(shí)際及發(fā)展趨勢(shì)，對(duì)我國(guó)高校現(xiàn)階段專(zhuān)職科研隊(duì)伍建設(shè)提出對(duì)策分析。
[Abstract]:Nowadays, the ability of scientific and technological innovation has become an important factor influencing the international competitiveness of a country. Colleges and universities are an important part of the construction of national innovation system, and they have the responsibility to continuously strengthen the ability of scientific research. To improve the level of scientific and technological innovation, to build a high level of full-time scientific research team in line with the needs of national strategic development of science and technology and the development goals of world-class universities, in order to serve the needs of national construction. To realize the development goal of colleges and universities and to build a professional scientific research team with appropriate scale and reasonable level has increasingly become the social responsibility of our country's high-level research universities in the important historical period of current development. An effective way to realize self-worth. Compared with the construction of full-time research team in well-known research universities in the world, the construction of full-time research team in Chinese research universities is still in its infancy, in terms of team size, evaluation and promotion, and salary guarantee. There is still a big gap in the management mode. This paper intends to start with the necessity of building a full-time research team in our country's high-level research universities, and combine the exploration and practice of the construction of the full-time research team in our country's research universities. This paper compares the achievements and ideas of the top research universities in the construction of full-time scientific research team, and analyzes the differences between the two and the successful experiences that our universities should learn from. Based on the situation of our country and the reality and development trend of scientific research work in research universities, this paper puts forward some countermeasures for the construction of full-time scientific research team in colleges and universities in our country at the present stage.
