【摘要】：大學(xué)生村干部是指近年來(lái)，通過(guò)政府選聘到農(nóng)村任職的高校畢業(yè)生。大學(xué)生村干部是我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展新形勢(shì)下出現(xiàn)的一個(gè)新生特殊群體。 選聘高校畢業(yè)生到農(nóng)村任職，是黨站在全局高度做出的一項(xiàng)正確決策，是一項(xiàng)打基礎(chǔ)、利長(zhǎng)遠(yuǎn)、抓基層的戰(zhàn)略性的工作。大學(xué)生村干部到農(nóng)村任職，有利于提高基層組織干部隊(duì)伍的整體素質(zhì)，有利于鞏固黨在農(nóng)村的執(zhí)政基礎(chǔ)，，有利于加快社會(huì)主義新農(nóng)村建設(shè)的進(jìn)程。大學(xué)生村干部是黨培養(yǎng)和儲(chǔ)存基層一線人才的重要來(lái)源，是建設(shè)社會(huì)主義新農(nóng)村的龐大生力軍。 大學(xué)生村干部工作作為新生事物，是一項(xiàng)邊實(shí)踐邊探索邊提升的工程。隨著這項(xiàng)工程的逐步推進(jìn)，實(shí)踐中的突出問(wèn)題也日益增多，亟待解決。其中，大學(xué)生村干部的角色定位模糊、社會(huì)融入過(guò)程緩慢、未來(lái)出路困惑大等問(wèn)題尤為突出。怎樣妥善解決這些社會(huì)各界普遍關(guān)心和關(guān)注的問(wèn)題，不僅關(guān)系到大學(xué)生村干部的切身利益，也關(guān)系著整個(gè)社會(huì)的穩(wěn)定和發(fā)展。 大學(xué)生村干部工作中遇到問(wèn)題的解決，需要政府、社會(huì)、大學(xué)生村干部自身的多方努力。政府部門(mén)要多策并舉完善大學(xué)生村干部身份制度，推動(dòng)大學(xué)生村干部的社會(huì)融入過(guò)程，多方聯(lián)動(dòng)構(gòu)建大學(xué)生村干部整體工作機(jī)制，努力使大學(xué)生村干部在基層待得住、干得好、流得動(dòng)。各級(jí)黨委和組織部門(mén)要真正重視大學(xué)生村干部工作中存在的問(wèn)題，真心關(guān)愛(ài)、關(guān)懷、關(guān)注大學(xué)生村干部的成長(zhǎng)、成才。做好大學(xué)生村干部工作，及時(shí)總結(jié)經(jīng)驗(yàn)，研究探索大學(xué)生村干部的監(jiān)督管理、教育培訓(xùn)、干事創(chuàng)業(yè)、前途出路等方面的舉措，認(rèn)真對(duì)待、解決大學(xué)生村干部工作中存在的問(wèn)題和困難。不僅要為他們干事創(chuàng)業(yè)搭建舞臺(tái)、創(chuàng)造條件，還要注重拓寬出口、規(guī)范退出機(jī)制、建立健全獎(jiǎng)勵(lì)機(jī)制，激勵(lì)他們服務(wù)農(nóng)村、服務(wù)農(nóng)民。既要加強(qiáng)對(duì)他們的使用、培養(yǎng)，規(guī)范管理、嚴(yán)格要求，還要挖掘、培養(yǎng)、宣傳大學(xué)生村干部中涌現(xiàn)的先進(jìn)典型，為其成長(zhǎng)成才營(yíng)造良好的社會(huì)氛圍和輿論環(huán)境，把大學(xué)生村干部工作作為一項(xiàng)經(jīng)常性工作來(lái)抓，抓實(shí)、抓好、抓出成效。
[Abstract]:The college student village cadres refer to the college graduates who have been employed by the government to hold posts in rural areas in recent years. The college students' village cadres are a special group of new students in the new situation of our country's economic and social development. Selecting and hiring college graduates to serve in rural areas is a correct decision made by the Party from the overall level, and is a strategic work to lay a foundation for, benefit from the long term, and lay stress on the grass-roots level, so that college students' village cadres can take up posts in rural areas. It is beneficial to improve the overall quality of grassroots organization cadres and to consolidate the ruling foundation of the Party in rural areas. The college students' village cadres are the important source for the Party to cultivate and store talents at the grass-roots level, and they are also the major new forces in the construction of the new socialist countryside. As a new thing, the work of college student village cadres is a project to promote while exploring while practicing. With the gradual advancement of this project, the outstanding problems in practice are increasing day by day, among them, urgent need to be solved. The role of college student village cadres is vague, the process of social integration is slow, the future way out of the problem is particularly prominent. How to properly solve these social concerns and concerns of all walks of life. Not only related to the vital interests of college student village cadres, but also related to the stability and development of the whole society. To solve the problems encountered in the work of college students' village cadres, it is necessary for the government, the society, and the university students' village cadres to make various efforts. The government departments should take more measures to improve the status system of university students' village cadres. To promote the process of social integration of college student village cadres, to establish the overall working mechanism of university student village cadres, and to make efforts to make college students village cadres stay at the grass-roots level and do a good job. Party committees and organizational departments at all levels should really attach importance to the problems existing in the work of college students' village cadres, care for, care for, pay attention to the growth of college students' village cadres, and become talented people, and do a good job in the work of college students' village cadres.
