【摘要】：隨著我國高等教育的發(fā)展，20世紀(jì)90年代，高等教育的模式由精英化向大眾化轉(zhuǎn)變，而高等教育管理模式也由一成不變的中央政府統(tǒng)一管理轉(zhuǎn)變?yōu)橹醒胝胤绞〖?jí)政府兩級(jí)協(xié)調(diào)管理，并逐步形成地方省級(jí)政府為主，中央政府為輔的新的管理體制。長期以來，中央政府把持著高等教育的管理與發(fā)展，隨著高等教育管理體制的轉(zhuǎn)變，我國高等教育的規(guī)模得到了前所未有的發(fā)展擴(kuò)大。中央的部分院校劃撥為地方省級(jí)政府管理，轉(zhuǎn)變?yōu)榈胤皆盒：�，地方高等院校成為高等教育發(fā)展的主要力量，與此同時(shí)加大了省級(jí)政府對(duì)高等教育投資的財(cái)政壓力。模式的轉(zhuǎn)變，教育的擴(kuò)招使得地方政府教育財(cái)政投入負(fù)擔(dān)加重，而區(qū)域經(jīng)濟(jì)的不均衡性很大程度的影響了地方政府高等教育投資的差異性。不同區(qū)域的發(fā)展水平對(duì)地方政府高等教育的投入起著決定性的影響。 本文以地方高等院校為研究對(duì)象，從時(shí)間時(shí)間序列和空間序列兩個(gè)不同緯度為基本點(diǎn)，通過國家統(tǒng)計(jì)局《中國教育經(jīng)費(fèi)統(tǒng)計(jì)年鑒》、《中國統(tǒng)計(jì)年鑒》公布的歷年來預(yù)算內(nèi)教育經(jīng)費(fèi)，各省區(qū)GDP收入，各省區(qū)財(cái)政收入，每十萬人口在校生人數(shù)，各區(qū)域地方高等學(xué)校在校生人數(shù)等數(shù)據(jù)，通過EXCEL和SPSS統(tǒng)計(jì)軟件進(jìn)行差異性分析，，相關(guān)分析和回歸分析。得到全面的分析并掌握地方政府高等教育投資區(qū)域差異情況。通過分析各省區(qū)地方普通高等教育投資差異的影響因素，找出地方高等教育投資存在的相關(guān)問題，進(jìn)而為地方政府高等教育的均衡性發(fā)展提出針對(duì)性的建議。
[Abstract]:With the development of higher education in China in 90s, the mode of higher education changed from elite to popular. And the mode of higher education management has also changed from the uniform management of the central government to the coordinated management of the two levels of the local provincial government of the central government, and gradually formed the local provincial government. For a long time, the central government controlled the management and development of higher education, along with the transformation of higher education management system. The scale of higher education in our country has been expanded unprecedented. Some colleges and universities of the central government have been allocated to the management of the local provincial government. After the transformation into local colleges and universities, local colleges and universities have become the main force in the development of higher education. At the same time, it increases the financial pressure of the provincial government to invest in higher education. The imbalance of regional economy greatly affects the difference of local government investment in higher education, and the development level of different regions plays a decisive role in the investment of local government higher education. This paper takes the local colleges and universities as the research object, from two different latitudes of time series and space sequence as the basic point, through the National Bureau of Statistics "China Education funds Statistical Yearbook". The data published in the Statistical Yearbook of China include the budget for education over the years, the GDP income of the provinces and districts, the fiscal revenue of the provinces and districts, the number of students per 100,000 people, and the number of students in local colleges and universities in various regions. The differences were analyzed by EXCEL and SPSS software. Relevant analysis and regression analysis. Get a comprehensive analysis and grasp the regional differences in local government investment in higher education. Through the analysis of the provinces and districts of local ordinary higher education investment differences affecting factors. This paper finds out the problems existing in the investment of local higher education, and then puts forward some suggestions for the balanced development of local government higher education.
