【摘要】：高校作為國(guó)家科技創(chuàng)新體系中重要的行為主體,擔(dān)負(fù)著知識(shí)傳播和科學(xué)研究的重要任務(wù),隨著市場(chǎng)經(jīng)濟(jì)的深入發(fā)展，高校不僅要繼續(xù)發(fā)揮基礎(chǔ)理論研究的傳統(tǒng)優(yōu)勢(shì),又要緊密結(jié)合市場(chǎng)經(jīng)濟(jì)的需要，不斷創(chuàng)新理論、創(chuàng)新技術(shù)，開(kāi)拓產(chǎn)學(xué)研一體化的新領(lǐng)域。北京是全國(guó)科研教育中心，聚集了眾多知名高等院校、科研院所和高新技術(shù)企業(yè)，具有得天獨(dú)厚的科技資源優(yōu)勢(shì)，每年專利的申請(qǐng)量和授權(quán)量很大，是我國(guó)技術(shù)創(chuàng)新的重要高地。然而，作為專利產(chǎn)量主體之一的北京高校，其專利技術(shù)轉(zhuǎn)化率低卻是一個(gè)不爭(zhēng)的事實(shí)，其每年創(chuàng)造的大量專利成果并未因有高校依靠而順利走向市場(chǎng)，及時(shí)轉(zhuǎn)化為產(chǎn)品，真正實(shí)現(xiàn)專利商用化，進(jìn)而創(chuàng)造經(jīng)濟(jì)效益和社會(huì)效益。 北京高校專利商用化率低這一問(wèn)題，既有專利技術(shù)本身的原因，也有專利擁有方缺乏必要的轉(zhuǎn)化資金、商業(yè)經(jīng)驗(yàn)等條件的因素，還有專利技術(shù)交易市場(chǎng)發(fā)育不充分，發(fā)明人和投資人很難對(duì)接上的原因。為解決這些問(wèn)題，需要政府、企業(yè)、高校三方共同努力，分清這三者在專利商用化過(guò)程中的義務(wù)和責(zé)任，可以說(shuō)專利商用化是一項(xiàng)系統(tǒng)工程，同時(shí)也是擺在高校面前一項(xiàng)任重道遠(yuǎn)的戰(zhàn)略性課題。 專利商用化是專利技術(shù)轉(zhuǎn)移的根本目的，研究專利的技術(shù)轉(zhuǎn)移就是研究專利商用化的核心內(nèi)容，所以本論文對(duì)北京高校專利商用化的研究是基于北京高校專利技術(shù)轉(zhuǎn)移這一角度展開(kāi)的，采用的研究方式是數(shù)據(jù)分析與案例調(diào)研相結(jié)合。具體來(lái)說(shuō)：一是對(duì)北京高校近年來(lái)的專利授權(quán)量、專利交易量、專利技術(shù)轉(zhuǎn)移實(shí)施率的數(shù)據(jù)進(jìn)行搜集并研究，同時(shí)運(yùn)用SWOT（態(tài)勢(shì)）分析法找出北京高校專利技術(shù)轉(zhuǎn)移的優(yōu)勢(shì)、劣勢(shì)及核心競(jìng)爭(zhēng)力之所在；二是通過(guò)調(diào)研北京高校專利技術(shù)轉(zhuǎn)移的成功案例，對(duì)案例的實(shí)施及成功經(jīng)驗(yàn)進(jìn)行分析和點(diǎn)評(píng)，并在此基礎(chǔ)上總結(jié)出高校專利技術(shù)轉(zhuǎn)移的模式。通過(guò)以上研究方法來(lái)了解北京地區(qū)高校專利技術(shù)轉(zhuǎn)移的現(xiàn)狀和特點(diǎn)，從而在整體上把握北京高校專利商用化的情況，有針對(duì)性的提出合理化建議，，促進(jìn)北京高校專利商用化更快、更好的發(fā)展。
[Abstract]:As an important behavioral subject in the national science and technology innovation system, colleges and universities shoulder the important task of knowledge dissemination and scientific research, with the further development of the market economy. Colleges and universities should not only continue to give full play to the traditional advantages of basic theoretical research, but also closely combine the needs of the market economy, and constantly innovate theory and technology. Beijing is a national scientific research and education center, with many well-known institutions of higher learning, scientific research institutes and high-tech enterprises, with unique advantages in science and technology resources. The amount of patent application and authorization is very large every year, which is an important highland of technological innovation in China. However, as one of the main body of patent output, the low conversion rate of patent technology is an indisputable fact. A large number of patent achievements created by it every year did not go to the market smoothly because of the dependence of colleges and universities, and they were transformed into products in time, so as to realize the commercialization of patents and thus to create economic and social benefits. The low rate of patent commercialization in universities in Beijing is due to the reasons of patent technology itself and the lack of necessary conversion funds and commercial experience of patent owners. There are also patent technology trading market is not fully developed, inventors and investors are difficult to connect on the reasons. In order to solve these problems, the government, enterprises, colleges and universities need to work together. To distinguish the obligations and responsibilities of these three in the process of patent commercialization can be said that the commercialization of patent is a systematic project, and it is also a strategic subject with a long way to go in front of colleges and universities. Patent commercialization is the fundamental purpose of patent technology transfer, and the research of patent technology transfer is the core content of patent commercialization. Therefore, this paper is based on the research of the commercialization of patent technology in Beijing universities and colleges from the perspective of the transfer of patent technology. The research method adopted is the combination of data analysis and case study. First, it collects and studies the data of patent licensing volume, patent trading volume and patent technology transfer rate of Beijing colleges and universities in recent years. At the same time, the SWOT analysis method is used to find out the advantages, disadvantages and core competitiveness of patent technology transfer in Beijing colleges and universities. Second, by investigating the successful cases of patent technology transfer in universities in Beijing, the author analyzes and comments on the implementation of the cases and the successful experiences. And on this basis summed up the transfer of patent technology in colleges and universities through the above research methods to understand the status quo and characteristics of patent technology transfer in Beijing. In order to grasp the overall situation of the commercialization of patents in Beijing colleges and universities put forward some reasonable suggestions to promote the commercialization of patents in universities and colleges in Beijing faster and better development.
