【摘要】：民辦高校是我國高等教育的重要組成部分，在社會發(fā)展歷程中，民辦高校與公辦高校有著同樣的歷史使命。民辦高校在發(fā)展過程中積極探索適應社會主義市場經(jīng)濟需求的教育體制和運行機制，充分挖掘和利用現(xiàn)有教育資源，在培養(yǎng)社會急需人才等方面發(fā)揮了積極作用，，顯示出了強勁的生命力。公共治理理論是西方行政學理論的最新發(fā)展，它關注公共治理模式的變革，己成為一種引人注目的全球性趨勢。它是區(qū)別于傳統(tǒng)政府管制模式的一種新型的社會管理模式，強調(diào)政府與非政府組織、國家與公民社會、公共機構與私人機構之間的相互合作，并且共同享有管理權利，通過多種管理方式與手段，以達到共同分享責任與義務、增進和實現(xiàn)公共利益的目的。在公共治理環(huán)境下的民辦高校管理，以促進民辦高校和公辦高校共同發(fā)展為格局，借鑒美國、日本等發(fā)達國家對私立大學管理的經(jīng)驗，從轉變政府職能、完善民辦高等教育的法律政策、健全民辦教育中介組織等方面，進一步提出健全和完善政府公共治理制度的構想。
[Abstract]:Non-governmental colleges and universities are an important part of higher education in China, in the course of social development. Private universities and public universities have the same historical mission. In the process of development, private colleges and universities actively explore the educational system and operating mechanism to meet the needs of the socialist market economy, and fully tap and utilize existing educational resources. The theory of public governance is the latest development of western administrative theory, which pays close attention to the reform of public governance model. It is a new type of social management model, which is different from the traditional government control model, emphasizing government and non-governmental organizations, the state and civil society. Mutual cooperation between public and private institutions and the sharing of regulatory rights through a variety of modes and means of management in order to achieve a common sharing of responsibilities and obligations. To promote and realize the purpose of public interest. The management of private colleges and universities under the environment of public governance, to promote the common development of private colleges and universities for the pattern, learn from the United States. Japan and other developed countries to private university management experience, from the transformation of government functions, improve the legal policies of private higher education, and improve private education intermediary organizations and so on. Further put forward the idea of perfecting and perfecting the government's public governance system.
