我國高校突發(fā)事件成因及其應(yīng)對策略探析

【摘要】:高校是社會的重要組成部分之一,由于作為高等教育載體等的特殊地位,其安全穩(wěn)定問題更是引起全社會的高度關(guān)注,因此創(chuàng)建平安校園是全社會和高校的共同訴求之一。隨著我國目前正處于社會轉(zhuǎn)型時期,改革進入攻堅階段,高等教育的快速發(fā)展、學(xué)生素質(zhì)的差異化、教學(xué)資源的滯后化等的影響,再加上全社會重學(xué)校教育,輕家庭教育等現(xiàn)象存在,都成為了突發(fā)事件發(fā)生的誘因和隱患,使得當(dāng)前突發(fā)事件時有發(fā)生,破壞了和諧平安的校園環(huán)境,對高校正常的教育教學(xué)、科研、管理和師生生活等秩序造成了一定的危害,甚至影響到高校的形象與聲譽、改革與發(fā)展。黨的十七大以來,黨和政府加大了對突發(fā)事件地關(guān)注和管理力度,“和諧社會”的理念在全社會深入貫徹,體現(xiàn)在校園里就是“平安校園”的建設(shè)工作正在全面推進。高校管理部門提高了對應(yīng)對突發(fā)事件的重視,但大多仍只停留于事后處理階段,前期人員、資金投入有限,缺乏危機意識及有效的預(yù)警機制,在事中處理時,往往也是缺乏完整的處理機制和預(yù)案。因此,如何真正增強高校的危機意識,建立健全相應(yīng)機構(gòu)及應(yīng)對突發(fā)事件的預(yù)案,做到事件發(fā)生時能沉著應(yīng)冷靜,不疲于應(yīng)付,最大限度減少傷亡或減輕突發(fā)事件造成的損害,是本文研究高校突發(fā)事件應(yīng)對策略的最終目的。 基于以上認(rèn)識,筆者于從事工作的實際出發(fā),通過查閱文獻資料、典型案例實證分析和比較分析,首先總結(jié)了研究高校突發(fā)事件對創(chuàng)建平安校園的重要意義,并進一步界定了“平安校園”、“高校突發(fā)事件”及“高校突發(fā)事件管理”等相關(guān)概念的內(nèi)涵。緊接著筆者結(jié)合現(xiàn)階段發(fā)生在我國高校的典型突發(fā)事件案例進行了分類描述,以期對高校突發(fā)事件成因的深層次剖析和應(yīng)對的策略研究提供現(xiàn)實借鑒。突發(fā)事件發(fā)生的原因也日益呈多樣化和復(fù)雜化趨勢。再次運用危機管理理論,從創(chuàng)建平安校園的視角出發(fā),結(jié)合現(xiàn)階段高校突發(fā)事件發(fā)生的原因,著重論述了應(yīng)對高校突發(fā)事件的策略,主張堅持“三段論”和“五部曲”,重視事前、事中和事后三個階段,從預(yù)防、監(jiān)測預(yù)警、信息報告和信息發(fā)布、應(yīng)急處置和救援、恢復(fù)重建這五個環(huán)節(jié)去應(yīng)對高校突發(fā)事件,并提出了“四色”危機預(yù)警矩陣圖。最后,總結(jié)了我國高校突發(fā)事件應(yīng)對的一般原則和策略,以達到創(chuàng)建平安校園、維護高校穩(wěn)定、可持續(xù)發(fā)展的最終目的。
[Abstract]:Colleges and universities are one of the most important parts of society. Because of their special status as carriers of higher education, the safety and stability of colleges and universities are highly concerned by the whole society. Therefore, the establishment of a safe campus is one of the common demands of the whole society and universities. With our country is in the period of social transformation, the reform has entered the critical stage, the rapid development of higher education, the difference of students' quality. The lag of teaching resources and so on, coupled with the fact that the whole society attaches great importance to school education and neglects family education, has become the inducement and hidden danger of unexpected events, which makes the current emergencies happen from time to time. It has destroyed the harmonious and peaceful campus environment, caused certain harm to the normal education, teaching, scientific research, management and the life of teachers and students, and even affected the image and reputation of colleges and universities. Since the 17th National Congress of the CPC, the Party and the government have increased their attention to and management of emergencies, and the concept of "harmonious society" has been thoroughly implemented in the whole society. Reflected in the campus is the "safe campus" construction work is comprehensively advancing. The university management has increased the importance of responding to emergencies, but most of them are still only in the post-processing stage, pre-personnel. Limited investment, lack of crisis awareness and effective early warning mechanism, when dealing with the matter, it is often lack of a complete handling mechanism and plan. Therefore, how to really enhance the crisis awareness of colleges and universities. Establish and improve the corresponding institutions and emergency preparedness, so that when the incident should be calm, not tired of coping, minimize casualties or reduce the damage caused by emergencies. It is the ultimate purpose of this paper to study the coping strategies of college emergencies. Based on the above understanding, the author in the actual work, through consulting literature, typical cases of empirical analysis and comparative analysis, first summed up the significance of the study of university emergencies on the establishment of a safe campus. And further defined the "peaceful campus". "University emergencies" and "university emergency management" and other related concepts, followed by the author combined with the current typical emergencies in colleges and universities in our country to classify the description of the case. In order to provide practical reference for the deep analysis of the causes of emergencies in colleges and universities and the strategies to deal with them, the causes of emergencies are increasingly diversified and complicated. Again, the theory of crisis management is used. From the point of view of establishing a safe campus, combined with the causes of emergencies in colleges and universities at the present stage, this paper focuses on the strategies to deal with emergencies in colleges and universities, and advocates to adhere to the "syllogism" and "five songs" and attach importance to the advance. From the prevention, monitoring and early warning, information reporting and information release, emergency disposal and rescue, recovery and reconstruction of these five stages to deal with college emergencies. Finally, the paper summarizes the general principles and strategies to deal with emergencies in colleges and universities in China, so as to achieve the ultimate goal of establishing a safe campus, maintaining the stability of universities and maintaining the sustainable development of colleges and universities.
