【摘要】:高校在國家創(chuàng)新體系中是科學研究的重要基地,高校已經(jīng)成為重大專項核心、共性、關鍵技術研發(fā)的主力軍之一,其核心作用日益凸顯。隨著國家對高等教育投入的加大,高?蒲薪(jīng)費尤其是教育部直屬高校科研經(jīng)費逐年增長。因此,研究如何合理地利用現(xiàn)有的資源,挖掘內(nèi)部潛力,提高科研質(zhì)量進而提高科研績效具有重要的理論與現(xiàn)實意義?蒲行适呛饬靠萍蓟顒涌冃У暮诵臉藴,因此有必要對教育部直屬高?蒲型度肱c產(chǎn)出效率這一問題進行深入地研究與分析。 論文分別從指標體系的概念、指標體系的構(gòu)建原則以及參考文獻指標體系的選取的基礎上遴選出用于本研究的科研投入產(chǎn)出指標體系。選取64所教育部直屬高校作為研究對象,,在DEA有效性分析的基礎上,結(jié)合超效率DEA評價方法、交叉效率評價方法以及被引用次數(shù)法對DEA有效的決策單元進行分析,并且運用基于DEA的Malmquist生產(chǎn)率指數(shù)方法進行跨期生產(chǎn)率變動研究,實現(xiàn)對教育部直屬高?蒲行实撵o態(tài)與動態(tài)的全面評價。 實證分析第一部分結(jié)果顯示,64所教育部直屬高校整體技術效率偏低,歸因于我國處于計劃經(jīng)濟體制向市場經(jīng)濟體制轉(zhuǎn)型階段,沒有建立以資源利用效率為導向的資源配置機制和高校自身差異導致高校沒能全部處于有效前沿面上;37所DEA無效的教育部直屬高校存在科研人員或者科研經(jīng)費的浪費或者科研資源利用效率低的情況;在區(qū)域科研效率分析結(jié)果中顯示,西部偏遠地區(qū)的科研效率相對于東、中部偏低。 實證分析第二部分結(jié)果顯示,15所DEA有效的教育部直屬高校中有4所高校為離群決策單元,被排除在DEA有效決策單元之外。運用3種評價方法對11所DEA有效的教育部直屬高校進行分析,3種評價方法顯示結(jié)果不盡相同,綜合排序結(jié)果顯示北京郵電大學科研效率最高,東北林業(yè)大學與陜西師范大學科研效率偏低。 實證分析的第三部分結(jié)果顯示,2005-2006年64所教育部直屬高校的技術變動是生產(chǎn)率變動的主要因素,2006-2007年技術效率變動是生產(chǎn)率變動的主要原因。 論文的創(chuàng)新點有兩個,第一是在考慮到科研投入產(chǎn)出滯后期的基礎上,運用3種方法對DEA有效的決策單元進行分析,分析結(jié)果顯示運用不同方法分析DEA有效的決策單元,結(jié)果不盡相同,表明DEA有效的決策單元存在偽度,僅僅運用1種評價方法分析DEA有效的決策單元是不夠的,結(jié)合不同的方法對DEA有效的決策單元進行分析將使得分析更為客觀全面;第二是在論文最后運用基于DEA的Malmquist指數(shù)方法對64所教育部直屬高校近年(05-07年)的生產(chǎn)率變動進行分析,投入數(shù)據(jù)選取05-07年的人力、財力投入,產(chǎn)出數(shù)據(jù)為07-09年的科研成果。
[Abstract]:Colleges and universities in the national innovation system is an important base of scientific research, colleges and universities have become a major special core, commonality, key technology research and development of one of the main forces. With the increase of national investment in higher education, the funds for scientific research in colleges and universities, especially those directly under the Ministry of Education, are increasing year by year. Therefore, how to make rational use of existing resources is studied. It is of great theoretical and practical significance to tap the internal potential, improve the quality of scientific research and then improve the performance of scientific research, and the efficiency of scientific research is the core standard to measure the performance of scientific and technological activities. Therefore, it is necessary to deeply study and analyze the efficiency of scientific research input and output in universities directly under the Ministry of Education. The paper starts with the concept of index system. On the basis of the construction principle of the index system and the selection of the reference index system, the research input-output index system for this study is selected. 64 universities directly under the Ministry of Education are selected as the research objects. On the basis of DEA validity analysis, combining super-efficiency DEA evaluation method, cross-efficiency evaluation method and cited times method to analyze the effective decision-making unit of DEA. By using the method of Malmquist productivity index based on DEA to study the intertemporal productivity change, the static and dynamic evaluation of scientific research efficiency of universities directly under the Ministry of Education is realized. The results of the first part of the empirical analysis show that the overall technical efficiency of 64 universities directly under the Ministry of Education is on the low side, which is attributed to the fact that China is in the stage of transition from planned economy system to market economy system. The lack of resource allocation mechanism oriented by resource utilization efficiency and the differences between colleges and universities lead to the failure of colleges and universities to be in the effective frontier; 37 colleges and universities directly under the Ministry of Education with ineffective DEA have the situation that the scientific research personnel or the scientific research funds are wasted or the utilization efficiency of scientific research resources is low; The results of the analysis of regional scientific research efficiency show that the scientific research efficiency in the remote areas of the west is lower than that in the east and in the middle. The results of the second part of the empirical analysis show that there are 4 outlier decision-making units in 15 DEA effective colleges and universities directly under the Ministry of Education. It was excluded from the effective decision-making unit of DEA. Three evaluation methods were used to analyze 11 colleges and universities directly under the Ministry of Education of DEA, and the results were not the same. The results show that the efficiency of Beijing University of posts and Telecommunications is the highest, and that of Northeast Forestry University and Shaanxi normal University is low. The third part of the empirical analysis shows that the technical change of 64 universities directly under the Ministry of Education in 2005-2006 is the main factor of productivity change. Technical efficiency change in 2006-2007 is the main reason for productivity change. There are two innovative points in this paper. The first is to analyze the effective decision-making unit of DEA by using three methods on the basis of taking into account the lag period of scientific research input and output. The results show that different methods are used to analyze the effective decision making units of DEA, and the results are not the same. It shows that there is a false degree in the decision making units of DEA efficiency. It is not enough to use one evaluation method to analyze the effective decision making unit of DEA. Combining different methods to analyze the effective decision making unit of DEA will make the analysis more objective and comprehensive. The second is to analyze the productivity change of 64 colleges and universities directly under the Ministry of Education in recent years by using the Malmquist index method based on DEA at the end of the paper. Input data selected from 2005-07 years of human and financial input, output data for 07-09 years of scientific research results.
