【摘要】:隨著全球科技競(jìng)爭(zhēng)日益加劇,知識(shí)創(chuàng)新體系自身的綜合性與復(fù)雜性越來越高,科研機(jī)構(gòu)不得不處理多學(xué)科相互交織、多種知識(shí)相互融合的復(fù)雜技術(shù)問題。科研機(jī)構(gòu)和高校知識(shí)創(chuàng)新協(xié)同是適應(yīng)技術(shù)變化環(huán)境、處理復(fù)雜技術(shù)問題、實(shí)現(xiàn)知識(shí)共享與創(chuàng)新、加快知識(shí)應(yīng)用與擴(kuò)散、以及提升創(chuàng)新能力的最佳策略。大量事實(shí)表明,推進(jìn)我國(guó)科研機(jī)構(gòu)與高校知識(shí)創(chuàng)新協(xié)同,已成為推動(dòng)國(guó)家創(chuàng)新體系建設(shè)所亟需研究的課題。因此,以科研機(jī)構(gòu)與高校知識(shí)創(chuàng)新協(xié)同為研究主題,進(jìn)行了嘗試性的研究工作。 本研究在系統(tǒng)綜述國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,綜合運(yùn)用博弈經(jīng)濟(jì)學(xué)理論、知識(shí)管理理論與技術(shù)創(chuàng)新理論等理論,并用規(guī)范分析、實(shí)證分析和案例分析等研究方法,對(duì)科研機(jī)構(gòu)與高校知識(shí)創(chuàng)新協(xié)同的特征與模式、模式選擇、影響因素及差異性、以及運(yùn)行效果進(jìn)行了深入研究;谝陨涎芯空撟C工作,得出以下主要結(jié)論與觀點(diǎn): 首先,科研機(jī)構(gòu)與高校知識(shí)創(chuàng)新協(xié)同的模式歸納為科研項(xiàng)目合作協(xié)議及合作共建研究實(shí)驗(yàn)室(所)兩種模式。經(jīng)濟(jì)學(xué)模型研究表明,與科研項(xiàng)目合作協(xié)議模式相比,科研機(jī)構(gòu)與高校共建實(shí)驗(yàn)室(所)的知識(shí)創(chuàng)新協(xié)同模式經(jīng)濟(jì)效率相對(duì)較高,特別是在高知識(shí)溢出、知識(shí)溢出增加合作體整體收益之時(shí)。但并不能否定合作協(xié)議模式的現(xiàn)實(shí)廣泛存在性。 其次,吸收能力與整合能力對(duì)科研機(jī)構(gòu)與高校知識(shí)創(chuàng)新協(xié)同具有積極作用,且在兩種不同模式下具有差異性。知識(shí)識(shí)別能力對(duì)管理創(chuàng)新有顯著正向影響;知識(shí)獲取能力對(duì)成果創(chuàng)新、過程創(chuàng)新及管理創(chuàng)新有顯著正向影響;內(nèi)化能力與管理創(chuàng)新有顯著正向影響;結(jié)合能力對(duì)成果創(chuàng)新和過程創(chuàng)新有顯著正向影響;社會(huì)化能力對(duì)管理創(chuàng)新有顯著正向影響。在科研項(xiàng)目合作協(xié)議模式下,吸收能力的影響較強(qiáng),且識(shí)別、獲取能力對(duì)知識(shí)創(chuàng)新均有顯著影響,整合能力中僅有結(jié)合能力對(duì)成果創(chuàng)新、過程創(chuàng)新有顯著影響;在共建實(shí)驗(yàn)室(所)模式下,整合能力的影響較強(qiáng),知識(shí)獲取能力對(duì)過程及管理創(chuàng)新有顯著影響,內(nèi)化、結(jié)合能力對(duì)成果及過程創(chuàng)新有影響,內(nèi)化、社會(huì)化能力對(duì)管理創(chuàng)新有顯著影響。 最后,從研究水平與貢獻(xiàn)、隊(duì)伍建設(shè)與人才培養(yǎng)、開放交流與運(yùn)行管理三維度構(gòu)建知識(shí)創(chuàng)新協(xié)同模式的運(yùn)行效果指標(biāo)體系,以層次分析法為指標(biāo)設(shè)置權(quán)重,以灰關(guān)聯(lián)分析法進(jìn)行效果評(píng)估,并借助實(shí)例演示為知識(shí)創(chuàng)新協(xié)同的運(yùn)行效果評(píng)估提供一個(gè)較客觀和公平的方式。
[Abstract]:With the increasing global competition in science and technology, knowledge innovation system itself is becoming more and more comprehensive and complex, scientific research institutions have to deal with multi-disciplinary interweaving. Scientific research institutions and colleges and universities cooperate in knowledge innovation to adapt to the changing environment of technology, to deal with complex technical problems, to achieve knowledge sharing and innovation, and to accelerate the application and diffusion of knowledge. A large number of facts show that promoting the coordination of scientific research institutions and university knowledge innovation has become an urgent research topic in the construction of national innovation system. Based on the research theme of collaboration between scientific research institutions and knowledge innovation in colleges and universities, a tentative research work was carried out. On the basis of a systematic review of relevant research results at home and abroad, this study synthetically applies the theories of game economics, knowledge management and technological innovation, and makes normative analysis. Empirical analysis and case study methods, to the scientific research institutions and colleges and universities knowledge innovation collaborative characteristics and models, mode selection, influencing factors and differences. Based on the above research work, the following main conclusions and viewpoints are obtained: First of all, the cooperative model of scientific research institutions and universities' knowledge innovation can be summarized into two modes: cooperation agreement of scientific research projects and co-construction of research laboratories. Compared with the cooperative agreement model of scientific research projects, the cooperative mode of knowledge innovation between scientific research institutions and universities is relatively efficient, especially in high knowledge spillover. Knowledge spillover can not negate the widespread existence of cooperative agreement model. Secondly, the absorptive ability and the integration ability have positive effect on the collaboration of scientific research institutions and universities' knowledge innovation, and there are differences in two different modes, and the ability of knowledge recognition has a significant positive impact on management innovation. Knowledge acquisition ability has a significant positive impact on achievement innovation, process innovation and management innovation; Internalization ability and management innovation have significant positive influence; Combining ability has significant positive influence on achievement innovation and process innovation; Social ability has a significant positive impact on management innovation. In the model of scientific research project cooperation agreement, absorptive capacity has a strong impact, and recognition, acquisition ability has a significant impact on knowledge innovation. In the integration ability, only the combination ability has a significant impact on the achievement innovation, and the process innovation has a significant impact; In the co-construction of laboratory (institute) mode, integration ability has a strong impact, knowledge acquisition ability has a significant impact on process and management innovation, internalization, combined with the results and process innovation has an impact, internalization. The socialization ability has the remarkable influence to the management innovation. Finally, from the research level and contribution, team building and talent training, open communication and operational management of three dimensions to build a collaborative model of knowledge innovation of the operational effectiveness of the index system, with the Analytic hierarchy process as the index to set up the weight. The grey relational analysis method is used to evaluate the effect, and an example demonstration is given to provide a more objective and fair way for the evaluation of the operation effect of knowledge innovation cooperation.
