【摘要】：高等學(xué)校檔案館（以下簡稱“高校檔案館”）是保存和提供利用學(xué)校檔案的專門機(jī)構(gòu)，既有保存、積累檔案資料的功能，又有提供、利用檔案的功能。隨著社會政治、經(jīng)濟(jì)的進(jìn)步和高等教育的發(fā)展，高校檔案工作不斷推動，人們對檔案的認(rèn)識和需求也有了很大的提高，另一方面，隨著高校檔案館服務(wù)功能的不斷完善，面向社會公眾提供檔案信息服務(wù)，滿足社會發(fā)展的需要，實(shí)現(xiàn)檔案的社會價值，成為高校檔案館拓展服務(wù)功能的新目標(biāo)。作為我國檔案事業(yè)重要組成部分的高校檔案工作，如何面向社會需求，拓展高校檔案館的社會服務(wù)功能，既是高校檔案館服務(wù)工作的一種探索，也是高校檔案管理改革、創(chuàng)新的需要。 近年來學(xué)者們開始關(guān)注公共檔案館、綜合檔案館的公共服務(wù)問題，但是針對高校檔案館公共服務(wù)的研究并不多，且僅有的幾篇文獻(xiàn)并未對公共服務(wù)進(jìn)行系統(tǒng)而全面的分析，本文通過對高校檔案館公共服務(wù)的現(xiàn)狀、存在的問題及其成因的分析，提出加強(qiáng)高校檔案館公共服務(wù)的策略，，具有比較重要的理論價值和現(xiàn)實(shí)意義。 論文通過案例研究等方法，分析了我國高校檔案館公共服務(wù)的現(xiàn)狀，指出開展公共服務(wù)工作中存在的主要問題，具體分析這些問題的成因，例如：高校檔案館管理制度造成的校內(nèi)功能和公共功能的矛盾，檔案開放和保密之間的矛盾，公共服務(wù)職能的不完善等。在借鑒國外高校檔案館公共服務(wù)經(jīng)驗(yàn)的基礎(chǔ)上，提出了完善我國高校檔案館公共服務(wù)的策略，主要包括：完善法律法規(guī)，增強(qiáng)政策支持；推進(jìn)人才隊(duì)伍建設(shè)，轉(zhuǎn)變服務(wù)理念；豐富拓展檔案資源結(jié)構(gòu)，保障服務(wù)內(nèi)容；搭建檔案服務(wù)平臺，提高服務(wù)能力；加大檔案工作宣傳，縮短服務(wù)距離。力求使高校檔案館公共服務(wù)的理念進(jìn)一步深入,使具有“歷史記憶”意義的高校檔案資源能更好的服務(wù)公眾和社會。
[Abstract]:The archives of colleges and universities (hereinafter referred to as "archives of colleges and universities") are specialized institutions for preserving and making use of the archives of schools, which have the functions of preserving and accumulating archives and providing them as well. With the development of social politics, economy and higher education, archives work in colleges and universities is constantly promoted, and people's understanding and demand for archives have been greatly improved, on the other hand. With the continuous improvement of the service function of archives in colleges and universities, providing archives information services to the public to meet the needs of social development and realize the social value of archives. As an important part of archival work in China, how to meet the needs of society and expand the social service function of archives in colleges and universities? It is not only a kind of exploration of archives service in colleges and universities, but also the need of reform and innovation of archives management in colleges and universities. In recent years, scholars have begun to pay attention to the public service of public archives and comprehensive archives, but there are few researches on public services of archives in colleges and universities. And only a few documents have not carried on the systematic and comprehensive analysis to the public service, this article through to the university archives public service present situation, the existence question and the cause of formation analysis. It is of great theoretical value and practical significance to put forward the strategy of strengthening the public service of archives in colleges and universities. This paper analyzes the present situation of public service in archives of colleges and universities through case study, points out the main problems existing in the work of public service, and analyzes the causes of these problems in detail. For example: the university archives management system causes the contradiction between the campus function and the public function, the archives opening and the confidentiality contradiction. On the basis of drawing lessons from the public service experience of foreign universities archives, this paper puts forward the strategies to improve the public service of the archives in our country, including: perfecting the laws and regulations. Strengthening policy support; Promote the construction of talent team, change the concept of service; Enrich and expand the structure of archives resources and ensure the content of service; Build archives service platform to improve service ability; We should increase the publicity of archives work, shorten the service distance, make every effort to further deepen the concept of public service of archives in colleges and universities, and make the archives resources with the meaning of "historical memory" better serve the public and society.
