【摘要】："以教育信息化帶動教育現(xiàn)代化"是21世紀(jì)我國教育改革與發(fā)展的重要戰(zhàn)略決策。經(jīng)過十多年的發(fā)展,我國的教育信息化取得了令人矚目的成就,從普及、建設(shè)階段轉(zhuǎn)入了深化、應(yīng)用階段,如何提高教育信息化為教育改革與發(fā)展大局服務(wù)的效益、效能是當(dāng)前教育信息化科學(xué)發(fā)展、可持續(xù)發(fā)展的重要課題。當(dāng)然,每個階段不同層次教育工作的核心任務(wù)和重點不盡相同。教育部《關(guān)于貫徹落實科學(xué)發(fā)展觀,進一步推進義務(wù)教育均衡發(fā)展的意見》中明確提出"把全面推進中小學(xué)教育信息化作為促進義務(wù)教育均衡發(fā)展的重要戰(zhàn)略舉措,以教育信息化帶動教育現(xiàn)代化"。2010年7月13-14日,中共中央、國務(wù)院在北京召開全國教育工作會議,全面部署實施《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》(以下簡稱《綱要》)�！毒V要》指出"充分發(fā)揮現(xiàn)代信息技術(shù)作用,促進優(yōu)質(zhì)教學(xué)資源共享""建立開放靈活的教育資源公共服務(wù)平臺,促進優(yōu)質(zhì)教育資源普及共享……使農(nóng)村和邊遠地區(qū)師生能夠享受優(yōu)質(zhì)教育資源"�？梢�,促進義務(wù)教育均衡發(fā)展,是當(dāng)前乃至未來十年義務(wù)教育工作的重點。因此,在新的歷史起點,基礎(chǔ)教育信息化面臨的挑戰(zhàn)和工作重點就是促進義務(wù)教育均衡發(fā)展。廣東省作為我國教育信息化的領(lǐng)頭羊,近幾年一直積極探索"以信息化促進義務(wù)教育均衡發(fā)展,提升整體教育質(zhì)量和水平"的新路子。2009年初明確提出"以信息化促進義務(wù)教育均衡發(fā)展,帶動教育現(xiàn)代化"的發(fā)展戰(zhàn)略上的教育信息化工作目標(biāo),出臺一系列政策措施,啟動了"廣東省教育資源下鄉(xiāng)行動計劃",形成了廣東基礎(chǔ)教育的特色和亮點。那么"信息化與義務(wù)教育均衡發(fā)展之間有什么關(guān)系""信息化如何促進義務(wù)教育均衡發(fā)展"以及"通過信息化推進義務(wù)教育均衡發(fā)展的瓶頸和難點及其解決措施是什么",圍繞這些問題,本刊組織了廣東省"以信息化促進義務(wù)教育均衡發(fā)展"專題,并對廣東省教育廳羅偉其廳長進行了訪談。
