【摘要】:轉(zhuǎn)變政府教育管理職能是教育改革與發(fā)展的必然要求。壟斷包辦或推卸責(zé)任,都不是政府在教育行政管理中所應(yīng)扮演的角色。在這個(gè)問題上,政府應(yīng)該重新定位自己,正確處理政府與學(xué)校、政府與市場、政府與社會中介組織、政府與公民的關(guān)系,在"調(diào)控"與"放權(quán)"之間尋找最佳平衡點(diǎn),在"作為"和"不作為"之間發(fā)揮最好的功能。
[Abstract]:Changing the function of government education management is an inevitable requirement of educational reform and development. Monopoly or shirking responsibility is not the role that the government should play in the educational administration. On this issue, the government should reposition itself. To correctly deal with the relationship between government and school, government and market, government and social intermediary organizations, government and citizen, to find the best balance point between "control" and "decentralization", and to play the best function between "act" and "omission".
