【摘要】：像美國其他許多大城市的教育改革一樣,新奧爾良的教育改革也是在教育管理腐敗和學(xué)生學(xué)習(xí)成績比較低的背景下進(jìn)行的,而"卡特里娜"颶風(fēng)的襲擊也為新奧爾良的教育改革提供了"契機(jī)"。不過新奧爾良教育改革的基本目標(biāo)是改善學(xué)校的管理和提高學(xué)生的學(xué)習(xí)成績。因此,其改革的主要內(nèi)容是變公立學(xué)校體制為特許學(xué)校體制。在新的體制下,學(xué)校的教師和管理人員都由承辦者自主招聘,而學(xué)校的類型、規(guī)模、招生對(duì)象和其它相關(guān)事宜也都由學(xué)校的領(lǐng)導(dǎo)自主決定。在如此形勢下舉辦的學(xué)校,不但具有與社區(qū)的關(guān)系更加密切,其類型更加多樣化的特征,而且具有社會(huì)大學(xué)的某些特點(diǎn),有的學(xué)校還具有比較濃重的宗教色彩。新奧爾良的教育改革是具有深刻社會(huì)和政治意義的:第一,有利于美國黑人等少數(shù)民族文化水平的提高;第二,改革本身也是一場反對(duì)種族歧視的政治斗爭。
[Abstract]:Like education reforms in many other big cities in the United States, education reforms in New Orleans are carried out against the backdrop of corruption in educational management and low academic performance of students, and Hurricane Katrina provides an "opportunity" for education reform in New Orleans. But the basic goal of New Orleans education reform is to improve school management and students' academic performance. Therefore, the main content of its reform is to change the public school system into charter school system. Under the new system, the teachers and managers of the school are recruited independently by the contractor, and the type, size, enrollment object and other related matters of the school are also determined by the leaders of the school. Under such circumstances, the schools held not only have the characteristics of closer relationship with the community and more diversified types, but also have some characteristics of social universities, and some schools also have a strong religious color. The educational reform in New Orleans is of profound social and political significance: first, it is conducive to the improvement of the cultural level of black Americans and other ethnic minorities; second, the reform itself is also a political struggle against racial discrimination.
