【摘要】: 經(jīng)濟(jì)全球化為社會(huì)提供了新的就業(yè)機(jī)會(huì)和廣闊的勞動(dòng)力市場(chǎng),促進(jìn)了人們對(duì)優(yōu)質(zhì)教育產(chǎn)品需求的顯著增長(zhǎng),提出了學(xué)術(shù)和專(zhuān)業(yè)資格的國(guó)際間流通或互認(rèn)的需求,促進(jìn)了無(wú)邊界、跨國(guó)界的教育服務(wù)和產(chǎn)品的跨境流動(dòng)。國(guó)際合作教育已經(jīng)成為不以人的意志為轉(zhuǎn)移的世界潮流。中外合作辦學(xué),是實(shí)施科教興國(guó)和人才強(qiáng)省戰(zhàn)略、推進(jìn)江蘇省經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展的重要途徑,是應(yīng)對(duì)經(jīng)濟(jì)全球化、大幅度提高勞動(dòng)者素質(zhì)的重要措施,是滿(mǎn)足人民群眾接受優(yōu)質(zhì)教育需求的必然選擇,也是新型工業(yè)化國(guó)家發(fā)展的經(jīng)驗(yàn)啟示。 近年來(lái),江蘇省中外合作辦學(xué)發(fā)展迅速,辦學(xué)規(guī)模不斷擴(kuò)大、辦學(xué)層次不斷提高、辦學(xué)模式趨于多樣,引進(jìn)了一批優(yōu)質(zhì)教育教學(xué)資源,促進(jìn)了學(xué)校的能力建設(shè)。通過(guò)開(kāi)展中外合作辦學(xué),有效地引進(jìn)和吸收中外合作辦學(xué)理念、辦學(xué)經(jīng)驗(yàn)和管理經(jīng)驗(yàn);優(yōu)化了學(xué)科專(zhuān)業(yè)、課程資源和教學(xué)內(nèi)容;全面提高了學(xué)校的辦學(xué)能力、培養(yǎng)具有國(guó)際競(jìng)爭(zhēng)力的各類(lèi)人才。但目前江蘇省的中外合作辦學(xué)無(wú)論在人才培養(yǎng)模式、專(zhuān)業(yè)設(shè)置還是管理方式等方面都存在著一系列的問(wèn)題,因此在研究中外合作辦學(xué)自身的特點(diǎn)的同時(shí),運(yùn)用了歷史文獻(xiàn)法、比較研究法、典型案例研究法、跨學(xué)科研究法等相關(guān)知識(shí)與方法,提出了七點(diǎn)具有可行性的適合江蘇高等教育發(fā)展實(shí)際的政策建議: 第一,正確對(duì)待國(guó)際化與區(qū)域化;第二,加強(qiáng)師資隊(duì)伍建設(shè)與管理;第三,構(gòu)建優(yōu)質(zhì)資源引進(jìn)模式;第四,建立教學(xué)質(zhì)量保障體系;第五,積極開(kāi)拓海外教育市場(chǎng);第六,樹(shù)立教育主權(quán)維護(hù)觀(guān)念;第七,完善學(xué)歷學(xué)位認(rèn)證機(jī)制?傊,在高等教育國(guó)際化的今天,要利用優(yōu)勢(shì)、克服劣勢(shì),抓住機(jī)遇,根據(jù)國(guó)際國(guó)內(nèi)的辦學(xué)環(huán)境審時(shí)度勢(shì),促進(jìn)江蘇省中外合作辦學(xué)的健康、持續(xù)地發(fā)展。
[Abstract]:The globalization of the economy has provided new employment opportunities and a broad labour market for society, contributed to a significant increase in the demand for quality educational products, raised the need for international circulation or mutual recognition of academic and professional qualifications, and promoted borderless, Cross-border movement of educational services and products. The international cooperation education has become the world trend which does not take the human will as the shift. Sino-foreign cooperation in running schools is an important way to implement the strategy of revitalizing the country through science and education and strengthening the province with talents, and to promote economic construction and social development in Jiangsu Province. It is also an important measure to cope with the globalization of the economy and to substantially improve the quality of workers. It is an inevitable choice to meet the needs of the people to receive high quality education, and it is also the inspiration of the development of the new industrialized countries. In recent years, the Sino-foreign cooperation in running schools in Jiangsu Province has developed rapidly, the scale of running schools has been continuously expanded, the level of running schools has been continuously improved, and the modes of running schools have tended to be diversified. By carrying out Chinese-foreign cooperation in running schools, effectively introducing and absorbing the concept, experience and management experience of Sino-foreign cooperation in running schools; optimizing the subject, specialty, curriculum resources and teaching content; and comprehensively improving the school's ability to run a school. Train all kinds of talents with international competitiveness. However, at present, there are a series of problems in the fields of personnel training mode, specialty setting and management mode in Jiangsu Province. Therefore, while studying the characteristics of Sino-foreign cooperative school running, the historical literature method is used. The relative knowledge and methods such as comparative research method, typical case study method, interdisciplinary research method and so on, have put forward seven feasible policies and suggestions suitable for the development of Jiangsu higher education. First, to correctly deal with internationalization and regionalization; second, to strengthen the construction and management of the teaching staff; third, to build a model for the introduction of high-quality resources; fourth, to establish a teaching quality assurance system; fifth, to actively open up the overseas education market; and sixth, To establish the concept of safeguarding education sovereignty; seventh, to improve the certification mechanism of academic qualifications and degrees. In short, in the internationalization of higher education today, we should make use of the advantages, overcome the disadvantages, seize the opportunity, judge the situation according to the international and domestic school environment, and promote the healthy and sustainable development of the Sino-foreign cooperation in running schools in Jiangsu Province.
