【摘要】：日本雖然有比較完善的教師資格證書制度,但提升教師質(zhì)量仍然是當(dāng)前日本基礎(chǔ)教育面臨的重大問(wèn)題。2007年6月20日,"教育職員免許法"等新修3法案獲得日本參議院多數(shù)表決通過(guò),"教育職員免許法"修改條文的重要內(nèi)容便是教師資格證書的有效期為10年,教師必須在資格證書更新期限內(nèi),接受30小時(shí)的義務(wù)性研習(xí),考核合格后教師資格證書才繼續(xù)有效。日本各界雖然對(duì)教師資格證書更新制度存在一定的爭(zhēng)議,在落實(shí)的過(guò)程中也面臨著一些問(wèn)題,但日本政府打破教師資格終身化,并通過(guò)立法形式,讓教師在職進(jìn)修成為法定義務(wù)的做法,仍值得我們研究和借鑒。
[Abstract]:Although Japan has a relatively perfect system of teacher qualification certificates, However, improving the quality of teachers is still a major problem facing Japan's basic education. In June 20th 2007, the "Education staff exemption Act" and other new amendments to the 3 bills were passed by a majority vote of the Japanese Senate, and the Education staff exemption Law was amended. An important part of the provision is that a teacher's certificate shall be valid for a period of 10 years. Teachers must receive 30 hours of compulsory study within the period of renewal of the qualification certificate, and the teacher's qualification certificate will continue to be valid after the examination. Although there is some controversy about the renewal system of the teacher's qualification certificate in various circles in Japan, In the process of implementation, there are some problems, but the Japanese government still needs to study and learn from it by breaking the life-long qualification of teachers and making it a statutory obligation by way of legislation.
