【摘要】：以科學(xué)發(fā)展觀統(tǒng)籌指導(dǎo)教師教育和教師隊伍建設(shè)具有豐富而深刻的政策涵義,是推動教育事業(yè)科學(xué)發(fā)展的題中應(yīng)有之義,是教師政策的基點和教師工作的根本出發(fā)點。以科學(xué)發(fā)展觀指導(dǎo)教師工作,就是要把教師隊伍建設(shè)作為中國政府教育政策的優(yōu)先議程,在教育發(fā)展戰(zhàn)略上統(tǒng)籌人力與物力投入,在運行機制上統(tǒng)籌政府行為與市場機制,在目標(biāo)模式上統(tǒng)籌質(zhì)量控制與成本控制,在宏觀布局上統(tǒng)籌城市和農(nóng)村,在調(diào)節(jié)機制上統(tǒng)籌有效供給與有效需求,在教師培養(yǎng)體制上統(tǒng)籌體系開放與相對穩(wěn)定的關(guān)系,在技術(shù)路徑上統(tǒng)籌人與技術(shù)的關(guān)系,在隊伍建設(shè)上統(tǒng)籌師資配置與管理開發(fā),在實施舉措上統(tǒng)籌當(dāng)前要務(wù)與隊伍的長遠(yuǎn)建設(shè),在總體規(guī)劃上統(tǒng)籌戰(zhàn)略目標(biāo)與推進策略,確保非均衡狀態(tài)下教師資源的有效配置與協(xié)調(diào)發(fā)展。
[Abstract]:Guiding teachers' education and teachers' construction by the scientific development view has rich and profound policy meaning, which is the proper meaning of promoting the scientific development of education. It is the basic point of the teacher policy and the fundamental starting point of the teacher work. To guide the teacher work with the scientific development view, it is necessary to make the construction of the teacher team a priority agenda of the Chinese government's education policy, and to coordinate the manpower and material resources input in the education development strategy. Coordinate government behavior and market mechanism in operation mechanism, quality control and cost control in target mode, urban and rural areas in macro layout, effective supply and effective demand in adjustment mechanism, The relationship between the opening of the overall planning system and the relative stability in the teacher training system, the relationship between the human being and the technology in the technical path, the allocation of teachers and the management and development in the construction of the team, In order to ensure the effective allocation and coordinated development of teachers' resources in the unbalanced state, we should coordinate the current important tasks and the long-term construction of the team in the implementation of the measures, and coordinate the strategic objectives and the promotion strategies in the overall planning.
