縣域教師發(fā)展支持體系建設(shè)研究

【摘要】: 我國是一個(gè)正處于工業(yè)化進(jìn)程中的農(nóng)業(yè)大國,“縣(區(qū)、旗、市)”是我國經(jīng)濟(jì)社會(huì)發(fā)展的基本組成單位。隨著農(nóng)村義務(wù)教育以縣為主的管理體系的建立和完善,“縣”在教育發(fā)展中的作用更加凸顯出來,“縣”的教育發(fā)展更加關(guān)系到當(dāng)?shù)厣鐣?huì)經(jīng)濟(jì)發(fā)展與文明進(jìn)步。建立縣域教師發(fā)展的支持體系是推動(dòng)縣域教育發(fā)展的現(xiàn)實(shí)需要,也是我國基礎(chǔ)教育改革與發(fā)展中最重要的基礎(chǔ)性工作之一。本文以此作為研究的問題,試圖發(fā)現(xiàn)縣域教師發(fā)展支持體系建設(shè)的主要規(guī)律,為相應(yīng)教育政策提供理論支持。 論文從系統(tǒng)論的角度出發(fā),在綜合研究描述我國縣域教師發(fā)展支持體系建設(shè)的現(xiàn)狀、問題與方向基礎(chǔ)上,對(duì)縣域教師發(fā)展支持體系建設(shè)的理論與實(shí)踐進(jìn)行系統(tǒng)梳理、比較分析和綜合研究之后,提出了縣域教師發(fā)展支持體系的結(jié)構(gòu)框架,設(shè)計(jì)了縣域教師發(fā)展支持體系運(yùn)行機(jī)制,并確定了縣域教師發(fā)展支持體系實(shí)施與保障的十大措施。全文共分為七個(gè)部分: 第一章,對(duì)提出的問題及背景進(jìn)行了介紹、對(duì)國內(nèi)外相關(guān)問題的研究進(jìn)行了綜述,并分析了縣域教師發(fā)展支持體系建設(shè)理論研究進(jìn)展情況,為下一步發(fā)現(xiàn)、研究、解決問題提供了方法。 第二章,研究了縣域教師發(fā)展支持體系建設(shè)的理論基礎(chǔ),并從理論角度尋找縣域教師發(fā)展支持體系建設(shè)規(guī)律,形成縣域教師發(fā)展支持體系建設(shè)的理論框架。 第三章,對(duì)美、英、日、法四國教師發(fā)展支持體系進(jìn)行了系統(tǒng)的分析和研究,總結(jié)了發(fā)達(dá)國家教師發(fā)展支持體系建設(shè)的經(jīng)驗(yàn),為本文提供借鑒。 第四章,介紹國內(nèi)教師發(fā)展支持體系建設(shè)的實(shí)踐探索模式,研究了我國縣域教師發(fā)展支持體系建設(shè)的進(jìn)展、問題和發(fā)展方向,從實(shí)踐角度尋找縣域教師發(fā)展支持體系建設(shè)的現(xiàn)實(shí)依據(jù)。 第五章,結(jié)合山東省W縣的實(shí)際情況,從教育系統(tǒng)外部、內(nèi)部與自身三個(gè)角度,從制度、結(jié)構(gòu)、運(yùn)行三個(gè)維度,從宏觀和微觀兩個(gè)層次對(duì)影響縣域教師發(fā)展的因素進(jìn)行了分析,對(duì)縣域教師發(fā)展支持體系建設(shè)進(jìn)行了基礎(chǔ)分析。 第六章,采用實(shí)證研究的方法,研究了山東省W縣教師發(fā)展支持體系建設(shè)狀況,結(jié)合系統(tǒng)調(diào)查從制度、結(jié)構(gòu)、運(yùn)行、自身四個(gè)維度分析了縣域教師發(fā)展支持體系建設(shè)的現(xiàn)狀與存在問題,從中得出一些共同的結(jié)論,為縣域教師發(fā)展支持體系建設(shè)提供實(shí)踐依據(jù)。 第七章,結(jié)合國情提出“四位一體”縣域教師發(fā)展支持體系的結(jié)構(gòu)、生態(tài)屬性、運(yùn)行機(jī)制、以及實(shí)施與保障措施,并分別從政府、教育主管部門、教師培訓(xùn)機(jī)構(gòu)、學(xué)校等方面提出了相應(yīng)的建議。 論文研究的問題源于實(shí)踐,希望論文的研究結(jié)論能夠用于指導(dǎo)縣域教師發(fā)展支持體系的建立,也期待為城市教師發(fā)展支持體系建設(shè)提供參考和借鑒。
[Abstract]:China is a large agricultural country in the process of industrialization. City) "is the basic unit of economic and social development in our country. With the establishment and improvement of the administrative system of county based compulsory education in rural areas, the role of" county "in the development of education becomes more prominent, and the educational development of" county "becomes more and more important. Related to the local social and economic development and the progress of civilization. The establishment of county teacher development support system is the practical need to promote the development of county education. It is also one of the most important basic work in the basic education reform and development of our country. This paper takes this as the research question, tries to discover the main rule of the county teacher development support system construction, provides the theory support for the corresponding education policy. From the point of view of system theory, on the basis of comprehensive research and description of the current situation, problems and directions of the construction of the county teacher development support system, this paper systematically combs the theory and practice of the county teacher development support system construction. After comparative analysis and comprehensive research, this paper puts forward the framework of the county teacher development support system, and designs the operational mechanism of the county teacher development support system. Ten measures for the implementation and protection of the county teacher development support system are determined. The full text is divided into seven parts:. In the first chapter, the author introduces the questions and background, summarizes the research on the related issues at home and abroad, and analyzes the progress of the theoretical research on the development support system of teachers at county level. A solution to the problem is provided. The second chapter studies the theoretical basis of the county teacher development support system construction, and from the theoretical point of view to find the county teacher development support system construction law, forming the county teacher development support system construction theoretical framework. The third chapter makes a systematic analysis and research on the teacher development support system of the United States, Britain, Japan and France, summarizes the experience of the construction of the teacher development support system in developed countries, and provides a reference for this paper. Chapter 4th introduces the practice and exploration mode of the construction of teacher development support system in China, and studies the progress, problems and development direction of the construction of teacher development support system at county level in China. From the practical point of view, to find the practical basis for the construction of county teacher development support system. Chapter 5th, combined with the actual situation of W County in Shandong Province, from the external, internal and self perspectives of the education system, from the system, structure, operation of three dimensions, This paper analyzes the factors that affect the development of teachers in county from the macro and micro levels, and analyzes the construction of the support system for teacher development in the county. Chapter 6th, using the method of empirical research, studies the construction of teacher development support system in W County, Shandong Province, combining with systematic investigation from the system, structure, operation, This paper analyzes the present situation and existing problems of the construction of the county teacher development support system from its four dimensions, and draws some common conclusions, which provides the practical basis for the county teachers' development support system construction. Chapter 7th, according to the national conditions, puts forward the structure, ecological attributes, operational mechanism, implementation and safeguard measures of the "four-in-one" county teacher development support system, and respectively from the government, education authorities, teacher training institutions, School and other aspects put forward the corresponding suggestions. The problem of this paper is derived from practice. It is hoped that the conclusions of this paper can be used to guide the establishment of the county teacher development support system and to provide reference for the construction of the urban teacher development support system.
