【摘要】：基礎(chǔ)教育公平是構(gòu)建和諧社會的基礎(chǔ),是實現(xiàn)社會公平的重要內(nèi)容。我國基礎(chǔ)教育發(fā)展中存在著起點不公平、過程不公平、結(jié)果不公平的客觀現(xiàn)象;實施科學規(guī)劃,不斷健全體制,堅持以人為本,開展教育補償計劃,兼顧公平與效率,嘗試實行教育券計劃,是實現(xiàn)基礎(chǔ)教育公平的基本路徑和對策。
[Abstract]:The equity of basic education is the foundation of building a harmonious society, is an important part of the realization of social justice. The development of China's basic education exists in the starting point is not fair, not fair, the phenomenon of unfair; the implementation of scientific planning, and constantly improve the system, adhere to the people-oriented, carry out education compensation plan, both fairness and efficiency, try to implement the voucher program, is the basic path and measures of realizing basic education fairness.
