日本“指導(dǎo)力不足教師”政策演進(jìn)與運(yùn)作機(jī)制研究

【摘要】:自20世紀(jì)80年代起,日本一直致力于"指導(dǎo)力不足教師"相關(guān)政策的制定和實(shí)施,在提升教師素質(zhì)方面取得了令人矚目的成果。本文從政策演進(jìn)和運(yùn)行機(jī)制兩個(gè)方面對(duì)"指導(dǎo)力不足教師"相關(guān)內(nèi)容進(jìn)行研究,從"萌芽期"對(duì)概念內(nèi)涵的豐富到"發(fā)展期"對(duì)政策定位的完善,再到"成熟期"對(duì)人事管理系統(tǒng)及其運(yùn)作流程的制定,明確了這三個(gè)重要時(shí)期的特點(diǎn),并分"認(rèn)定前"、"認(rèn)定中"、"認(rèn)定后"三個(gè)階段對(duì)其人事管理系統(tǒng)及其運(yùn)作流程進(jìn)行了具體剖析,最后從政策設(shè)計(jì)、落實(shí)、完善等多個(gè)角度對(duì)日本30余年改革探索的相關(guān)經(jīng)驗(yàn)進(jìn)行了總結(jié)。
[Abstract]:Since the 1980s, Japan has been committed to the development and implementation of "insufficient guidance for teachers"-related policies, and has made remarkable achievements in improving the quality of teachers. This paper studies the "insufficient guidance for teachers"-related content from two aspects of the policy evolution and the operation mechanism, from the "sprout period" of the concept connotation to the improvement of the "development period" 's policy orientation, then to the "mature period"' s development of the personnel management system and its operation process, and defines the characteristics of these three important periods, In this paper, the personnel management system and its operation process are analyzed in three stages of "pre-determined", "in the determination" and "post-approval", and the relevant experience of the reform and exploration of Japan over the past 30 years has been summarized from the aspects of policy design, implementation and improvement.
