【摘要】：近些年各國教育信息化服務(wù)模式探索并形成了多種多樣的形式。在互聯(lián)網(wǎng)+、大數(shù)據(jù)蓬勃發(fā)展的大背景下,國家正在積極推進教育管理走向教育治理,因而分析教育信息化服務(wù)模式的新發(fā)展具有積極的作用與意義。該文從服務(wù)理念角度出發(fā),結(jié)合國際上不同國家的理論與實踐經(jīng)驗,分析了目前存在的不同類型的教育信息化服務(wù)模式;對我國現(xiàn)有教育信息化公共服務(wù)研究及實踐中存在的問題進行了分析,認為現(xiàn)有教育信息化公共服務(wù)研究存在研究層次較淺、不夠深入等問題;教育信息化發(fā)展服務(wù)體系發(fā)展不足、與發(fā)達地區(qū)差距較大,頂層設(shè)計不足、制度設(shè)計不夠且評估體系尚不完善,影響較弱。該文認為,在教育治理現(xiàn)代化語境下構(gòu)建教育信息化公共服務(wù)體系,需要關(guān)注面向教育公共服務(wù)下的教育信息化發(fā)展任務(wù),理順公私合營模式下的多元參與主體定位,創(chuàng)新管理與運營機制、做好制度建設(shè)。最后,結(jié)合今后教育信息化發(fā)展提出若干建議。
[Abstract]:In recent years, various forms of educational information service models have been explored and formed in various countries. Under the background of the vigorous development of big data on the Internet, the state is actively promoting educational management towards educational governance, so it is of positive role and significance to analyze the new development of educational information service model. From the point of view of service concept, combined with the theory and practical experience of different countries in the world, this paper analyzes the different types of educational information service models, analyzes the problems existing in the research and practice of educational informatization public service in our country, and holds that the existing research level of educational information public service is shallow and not deep enough. The service system of educational information development is insufficient, the gap with the developed areas is large, the top-level design is insufficient, the system design is not enough and the evaluation system is not perfect, and the influence is weak. This paper holds that in order to construct the public service system of educational informatization in the context of the modernization of educational governance, it is necessary to pay attention to the development task of educational informatization under the educational public service, straighten out the positioning of multiple participants under the mode of public-private partnership, innovate the management and operation mechanism, and do a good job in the system construction. Finally, some suggestions are put forward in combination with the development of educational informatization in the future.
