【摘要】：“教育”就是以知識為工具教會他人思考的過程,思考如何利用自身所擁有的去創(chuàng)造更多的社會財(cái)富,以最大化地實(shí)現(xiàn)自我價值。在龐大的社會系統(tǒng)中,“教育”作為其中一個子系統(tǒng),它承擔(dān)著一定的社會功能。人們常說的教育包含了啟蒙教育、初等教育、中等教育、高等教育、繼續(xù)教育和社會實(shí)踐六個階段。而教育公平則是人類對教育發(fā)展永恒地訴求,其本質(zhì)是“以人為本”,實(shí)現(xiàn)人的全面發(fā)展。本研究以我國高等教育公平問題為研究對象,結(jié)合專業(yè)理論和實(shí)踐知識,通過分析教育公平特別是高等教育公平產(chǎn)生的原因,提出解決問題的對策,全文共分為六個部分,按照提出問題、分析問題、解決問題的邏輯,從多個角度對以上內(nèi)容進(jìn)行詳細(xì)闡述。第一部分,闡述了研究教育公平問題對我國構(gòu)建和諧社會的作用和意義,總結(jié)了國內(nèi)外教育學(xué)家、社會學(xué)家對教育公平問題的研究成果以及他們所提出的學(xué)術(shù)觀點(diǎn)。第二部分,從和諧社會和教育公平的相關(guān)概念、發(fā)展過程和自身特點(diǎn)出發(fā),對和諧社會和教育公平做出詳細(xì)闡述。因?yàn)樵跂|西方歷史的發(fā)展進(jìn)程中,人們追求和諧社會和教育公平的腳步從未停止過,不同的歷史時期對和諧社會和教育公平的理解也各不相同,真正的和諧社會和教育公平只有在社會主義制度下才能日臻完善。第三部分,回顧歷史,對改革開放三十年以來我國政府在教育公平問題的追求和取得的成就進(jìn)行了總結(jié),同時也指出我國在教育公平方面值得商榷與完善的若干問題。本章節(jié)按照教育不公平現(xiàn)象的特征,將其分為區(qū)域間受教育不公平、城鄉(xiāng)間受教育不公平、校際間受教育不公平、性別間受教育不公平、社會階層間收教育不公平、政府規(guī)定執(zhí)行不力造成的教育不公平,為接下來分析原因和解決問題做準(zhǔn)備。第四部分,從經(jīng)濟(jì)、制度、思想三個方面對教育公平問題的成因進(jìn)行分析。通過對各項(xiàng)數(shù)據(jù)和實(shí)際案例的分析后發(fā)現(xiàn),以資金投入不足和區(qū)域發(fā)展不均衡為主的經(jīng)濟(jì)因素是造成教育公平問題的根本原因；以資源配置不合理、戶籍制度的弊端、缺乏制度保障、不合理收費(fèi)現(xiàn)象為主的制度因素是造成教育公平問題的直接原因；以傳統(tǒng)教育觀念和封建思想為主的傳統(tǒng)思想因素是造成教育公平問題的歷史原因。第五部分,將思想政治教育學(xué)、社會學(xué)、經(jīng)濟(jì)學(xué)等基本理論與構(gòu)建社會主義和諧社會的發(fā)展背景相結(jié)合,論述了教育公平與和諧社會之間的內(nèi)在聯(lián)系。力求在實(shí)現(xiàn)社會發(fā)展戰(zhàn)略目標(biāo)的同時,充分體現(xiàn)出教育公平在和諧社會中的作用與意義。第六部分,通過分析教育不公平問題的現(xiàn)狀和成因,從政策、程序和司法建設(shè)等諸方面,對解決我國教育公平問題提出建議。筆者認(rèn)為,要促進(jìn)和諧社會背景下教育公平的順利實(shí)施,政府要充分發(fā)揮宏觀及調(diào)控的主導(dǎo)作用,除了需要繼續(xù)加大教育投入,合理配置資源,積極進(jìn)行制度創(chuàng)新外,國家還需進(jìn)一步建立和完善對弱勢群體的幫扶體系,加強(qiáng)教育司法建設(shè)等。同時,實(shí)現(xiàn)教育公平是全體公民共同的責(zé)任,因此每一位社會成員都應(yīng)盡己之力維護(hù)教育公平。
[Abstract]:The "education" is the process of using knowledge as a tool to teach others to think, and how to use it to create more social wealth to maximize the self-worth. In a large social system, the "education", as one of the sub-systems, has a certain social function. It is often said that the education includes the six stages of enlightenment education, primary education, secondary education, higher education, continuing education and social practice. The education fairness is the eternal demand of human to education. The essence is the "people-oriented" and the realization of the overall development of the human. The study is based on the problems, the analysis of the problems and the logic of the problem solving, and the above contents are discussed in detail. The first part... The economic factors, which are mainly due to the insufficient capital investment and the uneven development of the regional development, are the root causes of the problem of education equity. The system factors, such as the unreasonable resource allocation, the defects of the household registration system, the lack of the system guarantee and the unreasonable charging phenomenon, are the direct causes of the problem of the education equity. The traditional thought factors, which are the traditional education concept and the feudal thought, are the historical reasons for the education fairness. The fifth part is to combine the basic theories of ideological and political education, sociology and economics with the development background of the construction of the socialist harmonious society, and the internal relation between the education equity and the harmonious society. In the sixth part, the author puts forward the suggestions on the solution to the problem of the education fairness in the context of the harmonious society. The author holds that the government should give full play to the macro and control leading role in order to promote the smooth implementation of the education fairness in the context of the harmonious society.
