韓國(guó)影子教育治理政策的演變及其啟示

【摘要】:自20世紀(jì)60年代至今,韓國(guó)政府對(duì)影子教育的治理政策大致經(jīng)歷了四次大的演變,總體趨勢(shì)是:轉(zhuǎn)移政策→禁止政策→補(bǔ)償政策→公平政策,其本質(zhì)是以再生產(chǎn)理論、平等主義理論以及教育本質(zhì)目標(biāo)理論為基礎(chǔ)的社會(huì)公正和機(jī)會(huì)均等的力量,與以經(jīng)典自由主義、新自由主義以及人力資本理論為基礎(chǔ)的社會(huì)競(jìng)爭(zhēng)和市場(chǎng)規(guī)則的力量相互博弈的結(jié)果。由于中韓兩國(guó)同處于亞洲儒家文化圈,均采用以考試為中心的選拔制度,而韓國(guó)影子教育治理政策的演變又與當(dāng)前我國(guó)影子教育治理政策的發(fā)展存在諸多相似點(diǎn),因此,借鑒韓國(guó)影子教育治理政策的相關(guān)經(jīng)驗(yàn),有助于我國(guó)現(xiàn)階段及未來影子教育治理政策的進(jìn)一步完善。
[Abstract]:Since the 1960s, the governance policy of the Korean government on shadow education has undergone four major evolutions. the overall trend is: the transfer policy prohibits the policy of compensation and the fair policy, the essence of which is the power of social justice and equal opportunities based on reproduction theory, egalitarianism theory and the theory of essential goal of education, and the classical liberalism. The result of the game between social competition and the power of market rules based on neoliberalism and human capital theory. Because both China and South Korea are in the Asian Confucian cultural circle, both adopt the examination-centered selection system, and the evolution of the shadow education governance policy in South Korea has many similarities with the development of the shadow education governance policy in our country at present. Therefore, drawing lessons from the relevant experience of the shadow education governance policy in Korea is helpful to the further improvement of the shadow education governance policy in our country at present and in the future.
