【摘要】：調(diào)查發(fā)現(xiàn),隨著城鎮(zhèn)化進(jìn)程加快,大量農(nóng)業(yè)人口向城鎮(zhèn)集中,學(xué)齡兒童隨進(jìn)城務(wù)工的父母轉(zhuǎn)到城鎮(zhèn)就讀現(xiàn)象增多,城區(qū)義務(wù)教育"大班額"問(wèn)題日益凸顯。城市公共服務(wù)與城市發(fā)展不同步、教育資源供給總量不足、優(yōu)質(zhì)資源分布不均是造成城區(qū)學(xué)校大班額的主要根源。解決"大班額"問(wèn)題應(yīng)標(biāo)本兼治,一方面要順應(yīng)城鎮(zhèn)化與人口變化趨勢(shì),優(yōu)化城鎮(zhèn)學(xué)校布局,增加土地、資金和師資等教育資源供給,建立覆蓋常住人口的城鎮(zhèn)義務(wù)教育學(xué)校布局規(guī)劃和公共服務(wù)體系;另一方面要立足城鎮(zhèn)發(fā)展新思維,逐步打破城鄉(xiāng)二元壁壘,促進(jìn)城鄉(xiāng)義務(wù)教育均衡發(fā)展。
[Abstract]:The investigation shows that with the acceleration of urbanization and the concentration of a large number of agricultural population in cities and towns, the phenomenon of school-age children moving to cities and towns with the parents of migrant workers increases, and the problem of "large class size" of compulsory education in urban areas is becoming increasingly prominent. Urban public service is out of sync with urban development, the total supply of educational resources is insufficient, and the uneven distribution of high-quality resources is the main cause of the large class size of schools in urban areas. To solve the problem of "large class size", we should address both the symptoms and the root causes. On the one hand, we should conform to the trend of urbanization and population change, optimize the distribution of urban schools, and increase the supply of educational resources such as land, funds and teachers. The establishment of the urban compulsory education school layout planning and public service system covering the permanent resident population; On the other hand, we should base on the new thinking of urban and rural development, gradually break the dual barriers between urban and rural areas, and promote the balanced development of urban
