我國(guó)農(nóng)村教師補(bǔ)充政策:變遷、困境及路徑選擇

【摘要】:改革開放以來,我國(guó)農(nóng)村教師補(bǔ)充經(jīng)歷了招收民辦教師、師范院校畢業(yè)生分配、公開招考和專項(xiàng)計(jì)劃補(bǔ)充三個(gè)階段。當(dāng)前,各級(jí)政府在已有的政策框架內(nèi)進(jìn)行了多種嘗試,農(nóng)村教師隊(duì)伍補(bǔ)充取得了一定成效。然而,當(dāng)前農(nóng)村教師補(bǔ)充仍異常困難,農(nóng)村教師職業(yè)的競(jìng)爭(zhēng)力和吸引力仍偏低,臨聘人員仍是教師補(bǔ)充的重要力量,但補(bǔ)充的數(shù)量和速度小于流失的數(shù)量和速度。農(nóng)村教師補(bǔ)充困難既有政策價(jià)值取向問題,也有政策彈性欠缺、政策工具使用不合理、政策力度不足等因素。因此,轉(zhuǎn)變當(dāng)前城市中心傾向,確立以農(nóng)村實(shí)際需求為中心的政策取向,調(diào)動(dòng)地方的積極性和主動(dòng)性,建構(gòu)適宜于各地差異性的政策體系,合理地使用政策工具,增強(qiáng)政策舉措的力度,方是農(nóng)村教師補(bǔ)充政策優(yōu)化和完善的現(xiàn)實(shí)路徑。
[Abstract]:Since the reform and opening up, the rural teachers supplement has experienced three stages: recruiting private teachers, distributing the graduates of normal colleges, inviting examinations openly and supplementing special plans. At present, governments at all levels have made a variety of attempts within the existing policy framework, and rural teachers have achieved certain results. However, it is still very difficult to supplement teachers in rural areas at present. The competitiveness and attraction of teachers in rural areas are still on the low side. Temporary recruits are still an important force in teacher supplement, but the quantity and speed of supplement are smaller than the number and speed of loss. Rural teachers' supplementary difficulties include policy value orientation, lack of policy flexibility, unreasonable use of policy tools, insufficient policy strength, and so on. Therefore, it is necessary to change the current trend of urban center, establish the policy orientation centered on the actual demand of rural areas, arouse the enthusiasm and initiative of the local authorities, construct a policy system suitable for local differences, and make rational use of policy tools. Strengthening the policy measures is the realistic path to optimize and perfect the rural teachers' supplementary policy.
