【摘要】：免試就近入學(xué)政策體現(xiàn)了義務(wù)教育的公共性、全民性與公平性,折射出保障學(xué)齡兒童平等受教育權(quán)的積極的價(jià)值取向。科學(xué)、客觀的考察義務(wù)教育免試就近入學(xué)政策的實(shí)施狀況,可以為各級(jí)政府的政策調(diào)整與完善提供現(xiàn)實(shí)依據(jù)。課題組從政策滿(mǎn)意度、認(rèn)可度、必要性、阻力等方面設(shè)計(jì)了針對(duì)天津市義務(wù)教育免試就近入學(xué)政策實(shí)施狀況的調(diào)查問(wèn)卷。從數(shù)據(jù)的統(tǒng)計(jì)結(jié)果看,該政策的普及程度較高,獲得了家長(zhǎng)和教師的普遍認(rèn)可與支持,但在實(shí)施過(guò)程中依然存在諸多問(wèn)題。有效推進(jìn)實(shí)施義務(wù)教育免試就近入學(xué)政策,應(yīng)從以下措施入手:完善政策,加大宣傳,獲得民意支持;改善政策實(shí)施環(huán)境,促進(jìn)義務(wù)教育均衡發(fā)展;健全監(jiān)督機(jī)制,加強(qiáng)責(zé)任追究。
[Abstract]:The entrance policy of non-exam-free education reflects the publicity, universality and fairness of compulsory education, and reflects the positive value orientation of ensuring the equal right of school-age children to receive education. A scientific and objective investigation of the implementation of the entrance policy of compulsory education free from examination can provide a realistic basis for the adjustment and improvement of the policies of the governments at all levels. From the aspects of policy satisfaction, acceptance, necessity, resistance and so on, the research group designed a questionnaire for the implementation of the entrance policy of compulsory education in Tianjin. According to the statistical results, the policy is widely accepted and supported by parents and teachers, but there are still many problems in the process of implementation. In order to promote the implementation of compulsory education entrance policy, we should start with the following measures: perfecting the policy, increasing publicity, obtaining public support, improving the implementation environment of the policy and promoting the balanced development of compulsory education; We will improve the supervision mechanism and strengthen accountability.
