【摘要】：教育網(wǎng)絡(luò)輿情危機(jī)應(yīng)對(duì)是一項(xiàng)復(fù)雜的系統(tǒng)工程,輿情干預(yù)效果受多因素影響。以2012年至2016年發(fā)生的熱度較高的100起教育網(wǎng)絡(luò)輿情危機(jī)事件為樣本,通過分析影響教育管理部門有效應(yīng)對(duì)輿情危機(jī)的重要因素以及不同因素間的作用關(guān)系發(fā)現(xiàn),輿情應(yīng)對(duì)處置因素較主體因素、客體因素及環(huán)境因素更具決定性作用,干預(yù)主體級(jí)別、信息公開透明度、問責(zé)及懲處情況及問題的解決情況是影響教育網(wǎng)絡(luò)輿情危機(jī)干預(yù)效果最為關(guān)鍵的因素�；诖�,提出要建立常態(tài)化的教育網(wǎng)絡(luò)輿情監(jiān)測(cè)預(yù)警機(jī)制、健全多方聯(lián)動(dòng)的教育網(wǎng)絡(luò)輿情響應(yīng)機(jī)制、完善制度化的教育網(wǎng)絡(luò)輿情信息公開機(jī)制、強(qiáng)化系統(tǒng)全面的教育網(wǎng)絡(luò)輿情問責(zé)機(jī)制及構(gòu)建成熟的教育網(wǎng)絡(luò)輿情善后處置機(jī)制。
[Abstract]:The crisis response of educational network public opinion is a complex systematic project, and the effect of public opinion intervention is affected by many factors. Taking 100 educational network public opinion crisis events which occurred from 2012 to 2016 as the sample, the paper analyzes the important factors that affect the educational management department to deal with the public opinion crisis effectively and the relationship between different factors. Public opinion is more decisive than subject factor, object factor and environment factor, intervention subject level, transparency of information disclosure, The situation of accountability and punishment and the solution of the problem are the most important factors affecting the intervention effect of educational network public opinion crisis. Based on this, it is proposed to establish a regular monitoring and warning mechanism of educational network public opinion, to improve the response mechanism of educational network public opinion, and to perfect the systematized public opinion information disclosure mechanism of educational network. Strengthen the systematic and comprehensive accountability mechanism of educational network public opinion and construct mature educational network public opinion disposition mechanism.
