【摘要】：一直以來,城鄉(xiāng)義務教育均衡發(fā)展因政策導向及現(xiàn)實需求而備受關注。本文通過對城鄉(xiāng)義務教育均衡理念的梳理,明確提出城鄉(xiāng)義務教育均衡遵循"機會均等—投入均等—產出均等—受益均等"的動態(tài)發(fā)展過程。結合義務教育發(fā)展非均衡的現(xiàn)狀及前人對義務教育非均衡的制度解釋,研究發(fā)現(xiàn),財政分權所引致的地方政府間競爭會壓縮義務教育財政投入空間,而晉升機制以及城鎮(zhèn)化的推進進一步將有限的財政投入傾斜在能夠創(chuàng)造更多經濟增長的城市上來,從而加劇義務教育城鄉(xiāng)非均衡。因此,合理劃分中央與地方財政事權與支出責任,改善晉升機制,促進激勵相容,有效推進城鎮(zhèn)化是實現(xiàn)城鄉(xiāng)義務教育均衡發(fā)展的有效路徑。
[Abstract]:All along, the balanced development of urban and rural compulsory education has attracted much attention because of its policy orientation and realistic needs. By combing the idea of urban and rural compulsory education equilibrium, this paper puts forward that the urban and rural compulsory education balance follows the dynamic development process of "equal opportunity, equal input, equal output and equal benefit". Combined with the current situation of the unbalanced development of compulsory education and the system explanation of the non-equilibrium of compulsory education by predecessors, the study found that the competition between local governments caused by fiscal decentralization will reduce the financial input space of compulsory education. The promotion mechanism and the promotion of urbanization further tilt the limited financial investment to the cities that can create more economic growth, thus exacerbating the urban and rural imbalance of compulsory education. Therefore, it is an effective way to realize the balanced development of compulsory education in urban and rural areas by rationally dividing the central and local financial authority and expenditure responsibility, improving the promotion mechanism, promoting the compatibility of incentives, and effectively promoting urbanization.
