美國“聯(lián)邦三計(jì)劃”教育支持項(xiàng)目的特點(diǎn)與實(shí)施成效

【摘要】:為縮小不同社會(huì)階層群體在高等教育入學(xué)和就學(xué)方面的差距,美國聯(lián)邦政府頒布了三計(jì)劃(TRIO Programs)教育支持項(xiàng)目,旨在為社會(huì)弱勢學(xué)生群體提供經(jīng)濟(jì)資助與學(xué)業(yè)指導(dǎo)。借鑒社會(huì)福利政策分析框架,從支持對象、服務(wù)內(nèi)容、輸送策略、資金籌集渠道以及價(jià)值觀選擇五個(gè)維度對"聯(lián)邦三計(jì)劃"教育支持項(xiàng)目進(jìn)行解讀。分析發(fā)現(xiàn),教育支持對象準(zhǔn)入資格明確,以需求原則為導(dǎo)向;服務(wù)內(nèi)容超越單純的經(jīng)濟(jì)資助,形成以經(jīng)濟(jì)和非經(jīng)濟(jì)資助相結(jié)合的綜合支持體系;服務(wù)輸送系統(tǒng)呈現(xiàn)多元化,既有教育機(jī)構(gòu),也有非盈利社會(huì)組織;資金籌集渠道以政府撥款為主,同時(shí)混合私人捐贈(zèng);價(jià)值觀選擇以公平為主,兼顧充足。聯(lián)邦教育支持計(jì)劃的實(shí)踐經(jīng)驗(yàn)為我國制定相關(guān)教育政策提供了重要啟示。
[Abstract]:In order to narrow the gap between different social groups in higher education enrolment and attendance, the federal government has issued three programs, (TRIO Programs) Education support Program, which aims to provide financial aid and academic guidance to the disadvantaged groups of students. Based on the analysis framework of social welfare policy, this paper interprets the educational support program of the "three Federal Plan" from five dimensions: support object, service content, transportation strategy, financing channel and value selection. It is found that the access qualification of the educational support object is clear and demand-oriented; the service content goes beyond the simple economic support and forms a comprehensive support system combining economic and non-economic support; the service delivery system presents diversification. There are not only educational institutions but also non-profit social organizations; the funding channels are mainly government grants and a mix of private donations; values are chosen in a fair and adequate manner. The practical experience of the Federal Educational support Program provides important enlightenment for the formulation of relevant education policies in China.
