【摘要】：對(duì)1949年以來(lái)國(guó)家頒布的6部減負(fù)政策文本進(jìn)行高頻詞匯統(tǒng)計(jì),選取16個(gè)具有代表性的高頻詞匯進(jìn)行變化趨勢(shì)分析,發(fā)現(xiàn)減負(fù)的重點(diǎn)內(nèi)容從最初的時(shí)間負(fù)擔(dān)到八九十年代的教學(xué)、考試負(fù)擔(dān)再到21世紀(jì)的作業(yè)負(fù)擔(dān),減負(fù)的責(zé)任主體涉及教師、教育行政部門、學(xué)校和家庭、社會(huì),前三個(gè)主體的詞頻波動(dòng)較大,且出現(xiàn)被弱化的傾向,后兩個(gè)逐漸成為減負(fù)的重要力量。依據(jù)變化趨勢(shì),提出三個(gè)方面的政策優(yōu)化建議,一是政策制定應(yīng)剖析負(fù)擔(dān)產(chǎn)生的深層原因,形成各層協(xié)調(diào)的配套政策體系;二是從語(yǔ)境上使負(fù)擔(dān)指向詞匯獲得行動(dòng)意義,在"如何減負(fù)"上提供行動(dòng)指南;三是充分發(fā)揮專業(yè)執(zhí)行者在政策實(shí)踐中的作用,將專家納入執(zhí)行群體。
[Abstract]:According to the statistics of high frequency vocabulary of the 6 texts of the policy of reducing the burden issued by the state since 1949, and the analysis of the change trend of 16 representative high frequency words, it is found that the key content of the reduction of burden is from the initial time burden to the teaching in the 1980s and 1990s. The burden of examination and the burden of homework in the 21st century involve teachers, educational administrative departments, schools and families, and society. The word frequency of the first three subjects fluctuates greatly and tends to be weakened. The latter two gradually became important forces for reducing the burden. According to the changing trend, this paper puts forward three suggestions for policy optimization, one is that the policy making should analyze the deep causes of the burden and form a coordinated policy system at all levels, the other is to make the burden point to the vocabulary to gain the action meaning from the context. The third is to give full play to the role of professional executors in policy practice and to bring experts into the implementation group.
