【摘要】：當(dāng)今世界,信息技術(shù)飛速發(fā)展。美國(guó)十分重視信息通信技術(shù)在教育中的應(yīng)用,至今美國(guó)教育部已發(fā)布了5份國(guó)家教育技術(shù)規(guī)劃報(bào)告,它們分別是1996年發(fā)布的《讓美國(guó)學(xué)生為21世紀(jì)做好準(zhǔn)備——滿足技術(shù)素養(yǎng)的挑戰(zhàn):一份教育與技術(shù)的國(guó)家報(bào)告》,2000年發(fā)布的《e-Learning:將世界一流教育置于所有兒童的指尖上》,2004年發(fā)布的《邁向美國(guó)教育的一個(gè)黃金時(shí)代:互聯(lián)網(wǎng)、法律及今天的學(xué)生是如何期望變革的?》,2010年發(fā)布的《改變美國(guó)教育:技術(shù)增進(jìn)學(xué)習(xí)》以及2016年發(fā)布的《未來(lái)有準(zhǔn)備的學(xué)習(xí):重新想象教育中的技術(shù)角色》。本論文的主體部分首先對(duì)美國(guó)國(guó)家教育技術(shù)規(guī)劃報(bào)告的發(fā)展過(guò)程進(jìn)行了系統(tǒng)地梳理和研究,其中包括美國(guó)教育技術(shù)規(guī)劃的發(fā)展背景,美國(guó)教育技術(shù)規(guī)劃報(bào)告的設(shè)計(jì)思路及其形成方法。隨后,論文從五個(gè)方面分別介紹了20年來(lái)5個(gè)規(guī)劃報(bào)告的核心內(nèi)容,并以一些信息通信技術(shù)在教育中應(yīng)用發(fā)展情況較好的國(guó)家或與此相關(guān)的機(jī)構(gòu)組織在此方面的相關(guān)政策及研究為輔助,分析其變化,得到:學(xué)生學(xué)習(xí)始終是關(guān)注的重點(diǎn),其焦點(diǎn)從學(xué)習(xí)的條件轉(zhuǎn)移到學(xué)習(xí)的體驗(yàn);教師參與受到了重視,此方面早期只是著眼于教師的技能培訓(xùn),而到了后期則是全面地關(guān)注教師的專業(yè)發(fā)展;評(píng)價(jià)的作用得到發(fā)揮,評(píng)價(jià)得到了全方位地參與,令評(píng)價(jià)從先前的僅作為一種工具,變?yōu)橐环N學(xué)習(xí)過(guò)程中必不可少的要素;注重設(shè)施建設(shè),不斷更新與提升基礎(chǔ)設(shè)施,從單純地以此作為輔助變?yōu)橐源藶閷W(xué)生營(yíng)造良好的學(xué)習(xí)環(huán)境;強(qiáng)調(diào)領(lǐng)導(dǎo)力,在此方面從強(qiáng)調(diào)領(lǐng)導(dǎo)的管理職責(zé)到強(qiáng)調(diào)制度建設(shè)。最后,論文將我國(guó)的現(xiàn)狀與上文的分析進(jìn)行一定的對(duì)比,為我國(guó)提出了信息通信技術(shù)在教育中應(yīng)用方面相關(guān)的啟示。通過(guò)分析美國(guó)的一些相關(guān)規(guī)劃報(bào)告及研究,再結(jié)合我國(guó)自身實(shí)際,本文提出了要使得教育信息化得到更好地發(fā)展,我國(guó)應(yīng)加強(qiáng)環(huán)境建設(shè),包括建設(shè)強(qiáng)大全面的基礎(chǔ)設(shè)施,深化相關(guān)人員的思想認(rèn)識(shí),加強(qiáng)合作并規(guī)劃信息通信技術(shù)在教育中的使用;把學(xué)習(xí)作為中心要素,包括提高學(xué)習(xí)者的能力與技能,促進(jìn)教育公平,重視學(xué)習(xí)體驗(yàn);注重教師發(fā)展,包括保證教師培訓(xùn)的數(shù)量與質(zhì)量,提高教師的能力與技能,重視教師專業(yè)發(fā)展;推進(jìn)評(píng)價(jià)改革,包括轉(zhuǎn)變?cè)u(píng)價(jià)方式,注重形成性評(píng)價(jià),努力形成一個(gè)完整的反饋系統(tǒng);發(fā)揮領(lǐng)導(dǎo)力作用,包括提高管理人員認(rèn)識(shí),加強(qiáng)管理人員管理,進(jìn)行持續(xù)改進(jìn)。在此基礎(chǔ)上,我們加以探索、實(shí)踐及總結(jié),教育信息化能夠得到進(jìn)一步發(fā)展。
[Abstract]:In today's world, information technology has developed rapidly. The United States attaches great importance to the application of information and communication technology in education. Up to now, the United States Ministry of education has published 5 national educational technology planning reports, which were published in 1996, respectively, to prepare American students for twenty-first Century - to meet the challenges of technical literacy: a country of education and technology. in 2010" change American Education: Technology for learning > and 2016 " The main part of this paper first systematically combs and studies the development process of the national educational technology planning report in the United States, including the background of the development of American educational technology planning, the design ideas and methods of the American educational technology planning report. From five aspects, the core content of the 5 planning reports in the past 20 years is introduced, and some information and communication technologies are used in the education and the relevant policies and studies in this respect are used to assist and analyze the changes. The condition of the learning is transferred to the learning experience; the teacher's participation has been paid attention to. In this respect, the teacher's skills training was focused on the early stage. In the later period, the teacher's professional development was paid attention to. The role of the evaluation was brought into play. The evaluation was fully participated in the evaluation, and the evaluation changed from a previous only as a tool to a kind of learning. The essential elements in the process are to pay attention to the construction of the facilities, constantly update and upgrade the infrastructure, and to build a good learning environment for the students from the simple use of this as a assistance, and to emphasize leadership, in this respect, to emphasize the management responsibility of the leadership and to emphasize the construction of the system. Through the analysis of some related planning reports and studies in the United States and the reality of our own, this paper puts forward that the education information will be better developed, and our country should strengthen the construction of the environment, including the construction of a powerful and comprehensive foundation. To deepen the ideological understanding of the relevant personnel, strengthen cooperation and plan the use of information and communication technology in education; take learning as a central element, including improving the abilities and skills of the learners, promoting educational fairness, attaching importance to the learning experience, emphasizing the development of teachers, including guaranteeing the quantity and quality of teachers' training, and improving teachers' abilities and skills, We should attach importance to teachers' professional development, promote evaluation reform, include changing evaluation methods, paying attention to formative evaluation, forming a complete feedback system, giving full play to leadership role, including improving managers' understanding, strengthening management and continuous improvement. On this basis, we explore, practice and summarize, education information can be carried out. Enough to get further development.
