新生代農(nóng)民工子女教育公平狀況調(diào)查與對(duì)策研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,代際的更替,新生代農(nóng)民工的群體變得越來越壯大,逐步占據(jù)了很大比例。然而,新生代的農(nóng)民工展現(xiàn)了與他們上一代農(nóng)民工的父輩截然不同的新時(shí)代符號(hào),他們擁有更高程度的文化水平以及更為開放而兼具包容性的思想,又因?yàn)殚L期在城市中生活,對(duì)社會(huì)、教育等方面的認(rèn)識(shí)較上一代農(nóng)民工更多更清楚,他們的教育觀念、教育態(tài)度以及對(duì)教育公平的需求,與上一代農(nóng)民工相比,發(fā)生了巨大的變化。教育公平不僅是不是宣揚(yáng)在政策中的口號(hào),而是每個(gè)適齡兒童實(shí)實(shí)在在必須獲得的平等權(quán)利,不僅為了社會(huì)的和諧發(fā)展,更是為了祖國美好的明天。有這樣一個(gè)群體,在祖國改革開放和偉大復(fù)興的進(jìn)程中發(fā)揮了至關(guān)重要的作用,他們就是農(nóng)民工群體。新生代農(nóng)民工群體以及他們上一代的父輩群體在祖國的發(fā)展歷程中創(chuàng)造了不可忽視的功績,正是因?yàn)樗麄児餐呐透冻?才有了城市現(xiàn)在的樣子,是他們?yōu)槊恳粋(gè)城市創(chuàng)造了便捷的生存環(huán)境和基礎(chǔ)設(shè)施,而城市里的教育資源現(xiàn)在就應(yīng)該反哺這個(gè)可敬的群體,政府有責(zé)任保障每個(gè)新生代農(nóng)民工子女的平等享受義務(wù)教育的權(quán)利。但是迫于現(xiàn)實(shí)等很多原因,現(xiàn)在的農(nóng)民工子女入學(xué)面臨很多困境和障礙,他們的孩子并不能享受到和城市孩子一樣的優(yōu)質(zhì)教育資源、便利的學(xué)習(xí)環(huán)境以及平等的升學(xué)考試機(jī)會(huì)。因此,本文從教育公平的需求滿足角度出發(fā),對(duì)X市Y公辦學(xué)校的部分學(xué)生和家長展開了問卷調(diào)查,通過對(duì)新生代農(nóng)民工子女和非農(nóng)民工子女接受不同階段教育的現(xiàn)狀進(jìn)行調(diào)查分析,試圖找到目前新生代農(nóng)民工子女在教育公平需求的滿足方面存在問題和不足,從國家、政府、法律、學(xué)校和家庭多個(gè)方面提出解決問題的相應(yīng)措施。本文共分四個(gè)部分:第一部分,主要介紹課題的研究背景,研究目的和意義,國內(nèi)外研究研究現(xiàn)狀,對(duì)本文涉及到的概念理論進(jìn)界定說明,同時(shí)介紹本文研究思路和研究方法。第二部分,使用問卷調(diào)查從教育起點(diǎn)公平、教育過程公平和教育結(jié)果公平出發(fā),對(duì)新生代農(nóng)民工子女的在校教育和家庭教育調(diào)查,對(duì)教育公平的現(xiàn)狀需求滿足程度進(jìn)行分析。第三部分,對(duì)第二部分的調(diào)查結(jié)果進(jìn)行深層次的原因挖掘,重點(diǎn)分析造成教育公平的追求與現(xiàn)實(shí)矛盾的具體原因,本部分從二元社會(huì)的影響,入學(xué)制度是否合理,教育過程是否有差別,家庭的影響,相關(guān)政策,法律法規(guī)是否健全與合理進(jìn)行探索。第四部分,這一部分主要是六大塊探索如何化解教育公平與現(xiàn)實(shí)矛盾,第一要推進(jìn)城鄉(xiāng)教育一體化,第二是逐步推行電腦派位的入學(xué)制度,第三是發(fā)揮公辦學(xué)校的重要作用,第四如何從家庭本身改善這種存在的矛盾,第五制定相關(guān)的政策,監(jiān)督政策落實(shí)情況,第六建立健全相關(guān)的法律、法規(guī)。
[Abstract]:With the development of economy and the replacement of generations, the new generation of migrant workers has become more and more powerful and gradually occupied a large proportion. However, the new generation of migrant workers has displayed a new era that is completely different from their parents, with a higher level of education and a more open and inclusive mind, and because they have lived in cities for a long time. The understanding of society, education and other aspects is more and more clear than the previous generation of migrant workers, their educational concept, educational attitude and the need for education equity, compared with the previous generation of migrant workers, has undergone tremendous changes. Education equity is not only the slogan of the policy, but also the equal rights that every child of the right age must obtain, not only for the harmonious development of the society, but also for the bright future of the motherland. There is such a group, in the motherland reform and opening up and great rejuvenation process played a vital role, they are migrant workers. The new generation of migrant workers and their parents of their previous generation have created achievements that cannot be ignored in the course of the development of the motherland. It is precisely because of their joint efforts and efforts that they have come to the present state of the city. It is they who create a convenient living environment and infrastructure for every city, and the educational resources in the city should now feed this respectable group. The government has the responsibility to ensure that every new generation of migrant workers' children enjoy compulsory education on an equal basis. However, due to the reality and many other reasons, the children of migrant workers are facing many difficulties and obstacles, their children can not enjoy the same quality education resources as urban children, a convenient learning environment and equal opportunities for entrance examination. Therefore, from the point of view of satisfying the demand of educational fairness, this paper carries out a questionnaire survey on some students and parents of X City Y public school. Through the investigation and analysis of the current situation of the new generation of migrant workers' children and the children of non-migrant workers receiving different stages of education, this paper tries to find out the problems and shortcomings of the new generation of migrant workers' children in meeting the educational fair needs, from the state, the government, The law, schools and families put forward measures to solve the problem. This paper is divided into four parts: the first part mainly introduces the research background, research purpose and significance, research status at home and abroad, the conceptual theory involved in the definition of this paper, as well as the research ideas and research methods. In the second part, from the perspective of the equity of educational starting point, the fairness of educational process and the fairness of educational results, the author makes an investigation on the school education and family education of the children of the new generation of migrant workers, and analyzes the degree of satisfaction of the current situation of educational equity. The third part, carries on the deep level reason excavation to the second part investigation result, emphatically analyzes the concrete reason which causes the education fair pursue and the reality contradiction, this part from the dual society influence, whether the enrollment system is reasonable, Whether the educational process is different, the influence of the family, relevant policies, laws and regulations are sound and reasonable to explore. In the fourth part, this part mainly explores how to resolve the contradiction between educational fairness and reality. First, it is necessary to promote the integration of urban and rural education. The second is to gradually implement the admission system of computer allocation of places, and the third is to give play to the important role of public schools. Fourth, how to improve this existing contradiction from the family itself; fifth, formulate relevant policies, supervise the implementation of policies; sixth, establish and improve relevant laws and regulations.
