新中國教育督導(dǎo)制度變遷研究

【摘要】:新中國成立以來,我國的教育督導(dǎo)工作先后經(jīng)歷了傳承、停頓、恢復(fù)和發(fā)展的曲折歷程,但無論是在教育督導(dǎo)的性質(zhì)與范圍、機構(gòu)與職能、內(nèi)容與方式,還是在教育督導(dǎo)結(jié)果的運用、實施等方面都取得了重大的突破。教育督導(dǎo)制度是教育工作鏈中的必不可少的一個環(huán)節(jié),也是現(xiàn)代教育管理體制的一個重要組成部分。教育督導(dǎo)制度的變化是跟著國家經(jīng)濟發(fā)展的變革、教育改革、社會文化的進步所變化的。它對我國的教育方針、政策、法規(guī)的貫徹執(zhí)行和教育事業(yè)的穩(wěn)健發(fā)展起著監(jiān)督、指導(dǎo)與促進的作用。教育督導(dǎo)能夠及時反饋信息,為決策提供依據(jù),并有效地指導(dǎo)下級政府、教育行政主管部門和科研機構(gòu)、學(xué)校等進行科學(xué)管理,F(xiàn)代教育督導(dǎo)制度源自于西方,二十世紀(jì)初,西學(xué)東漸過程中,被引入中國,并逐漸形成體系化的中國近代教育視導(dǎo)制度。毋庸諱言,新中國的教育督導(dǎo)制度的形成和演變,是在繼承民國時期的教育制度、教育思想和教育行政管理制度的基礎(chǔ)上逐步形成的,它必定還要有一個繼續(xù)完善與健全的過程。在這個變遷的過程中,教育督導(dǎo)制度的探索和改革為我們積累了很多先進的經(jīng)驗,對我們現(xiàn)代的教育督導(dǎo)制度的健全發(fā)展有一定的借鑒和啟迪作用。2012年10月1日在《教育督導(dǎo)條例》頒布的新形勢下,回顧新中國建國以來,教育督導(dǎo)制度的發(fā)展歷程和經(jīng)驗,對具有中國特色現(xiàn)代化教育督導(dǎo)制度的完善有著極其深遠的現(xiàn)實意義。也進一步表明了我國已建立了中央、省、市、縣四級教育督導(dǎo)機構(gòu)。我國已建立了教育決策、執(zhí)行、監(jiān)督相協(xié)調(diào)的現(xiàn)代化教育行政管理體系,這表明了具有中國特色的現(xiàn)代教育督導(dǎo)制度建設(shè)又一次實現(xiàn)了質(zhì)的飛躍。因此,不同的歷史時期,教育督導(dǎo)制度的性質(zhì)有著深刻的變化。本文以新中國成立以后的時間順序為契機,分階段地解讀教育督導(dǎo)制度的歷史發(fā)展,分析制度在如此復(fù)雜的社會背景中是怎樣得以建立和發(fā)展起來的;再者,通過對新中國成立以來,這幾個時期的教育督導(dǎo)制度歷史脈絡(luò)的梳理,理性審視不同時期不同背景下的教育督導(dǎo)制度發(fā)展的特點和客觀規(guī)律,并發(fā)現(xiàn)中國教育督導(dǎo)制度在變遷中存在的問題,總結(jié)我國教育督導(dǎo)制度歷史發(fā)展的優(yōu)勢和不足,取其合理之處,汲取其成功的經(jīng)驗,以期對今后我國的教育實踐和教育改革起到一個較好的促進作用;最后,本研究通過對我國教育督導(dǎo)制度變遷的梳理,從政治文化、社會經(jīng)濟發(fā)展水平和教育管理理論體系等方面對我國教育督導(dǎo)制度的整體發(fā)展提出建設(shè)性的對策建議,然后對我國教育事業(yè)的蓬勃健康地發(fā)展提供一個科學(xué)的構(gòu)想。
[Abstract]:Since the founding of New China, China's educational supervision has undergone a tortuous course of inheritance, standstill, restoration and development, but in the nature and scope, organization and function, content and way of educational supervision, Or in the application of the results of educational supervision, implementation and other aspects have made a major breakthrough. The educational supervision system is an indispensable link in the educational work chain and an important part of the modern educational management system. The change of educational supervision system follows the change of national economic development, educational reform and social and cultural progress. It plays an important role in supervising, guiding and promoting the implementation of educational policies, policies and regulations and the steady development of educational undertakings. Education supervision can timely feedback information, provide basis for decision-making, and effectively guide the lower government, education administrative departments and scientific research institutions, schools and other scientific management. The modern educational supervision system originates from the west. At the beginning of the 20th century, Western education was introduced into China in the process of eastward development, and gradually formed a systematized system of educational guidance in modern China. Needless to say, the formation and evolution of the educational supervision system in New China was gradually formed on the basis of inheriting the educational system, educational thought and educational administration system during the period of the Republic of China. It must have a process of continuous improvement and perfection. In the course of this change, the exploration and reform of the educational supervision system have accumulated a lot of advanced experience for us. It has a certain reference and enlightenment to the sound development of our modern educational supervision system. Under the new situation of the promulgation of the Education Supervision regulations on October 1, 2012, it reviews the development course and experience of the educational supervision system since the founding of the people's Republic of China. It has profound practical significance for the perfection of modern educational supervision system with Chinese characteristics. Also further indicated that our country has established the central, the province, the city, the county level education supervision organization. China has established a modern educational administrative management system, which coordinates educational decision-making, execution and supervision, which indicates that the construction of modern educational supervision system with Chinese characteristics has once again realized a qualitative leap forward. Therefore, in different historical periods, the nature of educational supervision system has profound changes. Taking the time sequence after the founding of New China as the turning point, this paper interprets the historical development of the educational supervision system in stages, and analyzes how the system was established and developed in such a complicated social background. By combing the historical context of the educational supervision system in these several periods since the founding of New China, this paper rationally examines the characteristics and objective laws of the development of the educational supervision system in different periods and different backgrounds. It also finds out the problems existing in the changes of China's educational supervision system, summarizes the advantages and disadvantages of the historical development of China's educational supervision system, takes its reasonable points, and draws on its successful experience. In order to play a better role in promoting the educational practice and educational reform in the future in China. Finally, through the analysis of the changes of the educational supervision system in China, this study starts from the political culture. The level of social and economic development and the theoretical system of educational management provide constructive countermeasures and suggestions for the overall development of the educational supervision system in China, and then provide a scientific idea for the vigorous and healthy development of educational undertakings in China.
