博弈論視角下我國(guó)新生代農(nóng)民工隨遷子女義務(wù)教育公平問題制度研究

【摘要】:教育公平作為社會(huì)公平價(jià)值在教育領(lǐng)域的延伸和體現(xiàn),不僅凸顯著教育現(xiàn)代化的基本內(nèi)涵和價(jià)值,更是社會(huì)主義核心價(jià)值觀內(nèi)容的重要體現(xiàn)。二十世紀(jì)九十年代以來(lái),由于社會(huì)貧富差距不斷加大,教育資源的博弈矛盾也不斷凸顯,重點(diǎn)學(xué)校制、“擇校熱”、高收費(fèi)等病變,嚴(yán)重影響著學(xué)生的教育公平。另外,隨著城市化進(jìn)程的不斷推進(jìn),上世紀(jì)八九十年代農(nóng)村出生的打工者已成為城市建設(shè)的主力軍,他們的子女多數(shù)會(huì)選擇“家庭式”遷移,跟隨父母流入城市生活,隨遷子女義務(wù)教育問題也隨之突顯出來(lái)。但由于政府、教育職能部門、本地群體、農(nóng)民務(wù)工群體之間爭(zhēng)奪教育資源,各種利益博弈關(guān)系錯(cuò)綜復(fù)雜。因此,正確處理這些利益博弈關(guān)系,不僅關(guān)系到人口流動(dòng)中第三代“移民”的發(fā)展問題,更關(guān)系到“四個(gè)全面”和實(shí)現(xiàn)偉大復(fù)興中國(guó)夢(mèng)的全面落實(shí)。本文從博弈論的視角出發(fā),以中國(guó)特色社會(huì)主義法制建設(shè)為背景,運(yùn)用馬克思主義教育公平理論及以人為本理念,以江蘇省N市新生代農(nóng)民工隨遷子女為研究樣本,圍繞隨遷子女在義務(wù)教育階段的實(shí)際入學(xué)情況、政府教育部門相關(guān)政策、學(xué)校制度管理和隨遷子女自身情況,采用問卷調(diào)查和追蹤訪談等方式,對(duì)N市新生代農(nóng)民工隨遷子女義務(wù)教育階段面臨的各類問題進(jìn)行實(shí)地調(diào)研,多層面分析了該市新生代農(nóng)民工隨遷子女在教育公平問題上存在的諸多博弈關(guān)系,并從實(shí)際出發(fā),以點(diǎn)帶面重點(diǎn)分析制約新生代農(nóng)民工隨遷子女義務(wù)教育公平的制度原因,最終從博弈主體層面提出制度對(duì)策,為全面建成小康社會(huì),實(shí)現(xiàn)社會(huì)公平和教育公平貢獻(xiàn)自己的拙見。
[Abstract]:As the extension and embodiment of social fair value in the field of education, educational fairness not only highlights the basic connotation and value of educational modernization, but also the important embodiment of socialist core values. Since 1990s, due to the increasing gap between the rich and the poor in society, the contradiction of educational resources game has been constantly highlighted. The key school system, "hot school selection", high fees and other diseases seriously affect the educational fairness of students. In addition, as the process of urbanization continues to advance, rural-born migrant workers in the 1980s and 1990s have become the main force in urban construction. Most of their children will choose to move "family-style" and follow their parents into urban life. Along with the migration of children compulsory education issues have also been highlighted. But because the government, the education function department, the local group, the farmer labor group competes for the education resources, each kind of benefit game relation is complicated. Therefore, the correct handling of these benefit game relations is not only related to the development of the third generation of "immigrants" in population mobility, but also related to the "four all-round" and the realization of the great rejuvenation of Chinese Dream in an all-round way. From the perspective of game theory, this paper takes the legal construction of socialism with Chinese characteristics as the background, applies Marxist educational fairness theory and people-oriented concept, and takes the children of the new generation of migrant workers in N City of Jiangsu Province as the research sample. Focusing on the actual enrolment of children with emigration in the compulsory education stage, the relevant policies of the government education department, the school system management and the children's own situation, the questionnaire survey and follow-up interviews are adopted, and so on. Based on the field investigation of various problems faced by the new generation of migrant workers in N city during the compulsory education stage of their children, this paper analyzes on the game relations of the children of the new generation of migrant workers in N city on the issue of educational equity, and proceeds from the reality. This paper focuses on the analysis of the institutional reasons for restricting the fairness of compulsory education for the children of the new generation of migrant workers, and finally puts forward the system countermeasures from the game subject level so as to contribute to the overall establishment of a well-off society and the realization of social and educational equity.
