【摘要】：開放教育資源運(yùn)動(dòng)作為一種世界性的潮流和運(yùn)動(dòng),其帶給教育發(fā)展的驅(qū)動(dòng)力正在逐步顯現(xiàn)。在開放教育資源運(yùn)動(dòng)推進(jìn)過程中,質(zhì)量問題是阻礙開放教育資源項(xiàng)目可持續(xù)發(fā)展的關(guān)鍵因素之一。有效的質(zhì)量管理是保障開放教育資源質(zhì)量的重要手段。該文在對開放教育資源質(zhì)量進(jìn)行界定的基礎(chǔ)上,提出了基于信息傳播視角和基于質(zhì)量管理流程視角的開放教育資源質(zhì)量分析框架。依據(jù)以上兩個(gè)分析框架,以質(zhì)量管理流程為主線,從質(zhì)量監(jiān)測與評價(jià)、質(zhì)量控制與保證兩個(gè)方面對國內(nèi)外開放教育資源質(zhì)量管理研究現(xiàn)狀進(jìn)行了文獻(xiàn)梳理和述評,對當(dāng)前研究中存在的局限和不足進(jìn)行了分析。最后對我國開展開放教育資源質(zhì)量管理研究提出了三個(gè)方面的建議:建立開放教育資源質(zhì)量監(jiān)測與預(yù)警機(jī)制、引入信息資源質(zhì)量管理領(lǐng)域的研究成果作為借鑒和參考、將用戶滿意度作為我國開放教育資源管理的主要關(guān)注點(diǎn)。
[Abstract]:As a worldwide trend and movement, the movement of open education resources brings the driving force to the development of education. Quality is one of the key factors hindering the sustainable development of open educational resources in the process of promoting the movement of open education resources. Effective quality management is an important means to guarantee the quality of open education resources. Based on the definition of the quality of open education resources, this paper puts forward an analytical framework of the quality of open education resources based on the perspective of information dissemination and quality management process. According to the above two analytical frameworks and taking the quality management process as the main line, this paper reviews the current situation of the research on the quality management of open education resources at home and abroad from the aspects of quality monitoring and evaluation, quality control and assurance. The limitations and shortcomings of current research are analyzed. Finally, the paper puts forward three suggestions for the research on the quality management of open education resources in China: establishing the monitoring and early warning mechanism of the quality of open education resources, introducing the research results in the field of information resources quality management as reference and reference. User satisfaction is regarded as the main concern of open education resource management in China.
