【摘要】：目前,農(nóng)村小規(guī)模學(xué)校公用經(jīng)費(fèi)管理存在撥付體系的單向靜態(tài)、層級(jí)式管理與責(zé)權(quán)的空間分離和教育管理邏輯的重城鎮(zhèn)輕村屯等問(wèn)題,導(dǎo)致經(jīng)費(fèi)配給與需求錯(cuò)位、報(bào)銷(xiāo)難和被擠占。為實(shí)現(xiàn)針對(duì)性且有效的經(jīng)費(fèi)供給,應(yīng)樹(shù)立如下三大優(yōu)化理念:一是補(bǔ)齊短板與分類(lèi)供給,精準(zhǔn)識(shí)別農(nóng)村小規(guī)模學(xué)校的經(jīng)費(fèi)需求;二是角色轉(zhuǎn)換與功能定位,梳理調(diào)整農(nóng)村小規(guī)模學(xué)校的經(jīng)費(fèi)管理關(guān)系;三是傾斜性支持與建構(gòu)同等發(fā)展框架,正確認(rèn)識(shí)農(nóng)村小規(guī)模學(xué)校的發(fā)展價(jià)值。具體的精準(zhǔn)化管理對(duì)策為:明確農(nóng)村小規(guī)模學(xué)校的經(jīng)費(fèi)支出結(jié)構(gòu),形成動(dòng)態(tài)的經(jīng)費(fèi)撥付機(jī)制;增強(qiáng)農(nóng)村小規(guī)模學(xué)校的經(jīng)費(fèi)管理權(quán),建立體系分立的經(jīng)費(fèi)保障機(jī)制;逐步確立農(nóng)村小規(guī)模學(xué)校的法人地位,保障經(jīng)費(fèi)精準(zhǔn)管理的持續(xù)性。
[Abstract]:At present, there are some problems in the management of public funds in rural small-scale schools, such as the one-way static system of allocation, the spatial separation of hierarchical management and responsibility, and the logical emphasis of education management on towns and villages, which results in the misalignment of funds allocation and demand. Reimbursement is difficult and is crowded out. In order to achieve targeted and effective funding supply, the following three optimization concepts should be set up: first, to supplement the shortage board and classify the supply, to accurately identify the funding needs of small rural schools; second, to change roles and position functions. The third is to support and construct the same development framework, and to correctly understand the development value of rural small schools. The specific precision management countermeasures are as follows: defining the expenditure structure of the rural small schools, forming the dynamic fund allocation mechanism, strengthening the fund management power of the rural small schools, establishing a separate system of funds guarantee mechanism; Gradually establish the status of small-scale rural schools as a legal person, to ensure the sustainability of accurate management of funds.
