【摘要】：自1986年《中華人民共和國(guó)義務(wù)教育法》公布實(shí)施九年義務(wù)教育制度起,我國(guó)義務(wù)教育發(fā)展已歷經(jīng)從基本普及、全面普及、初步均衡到基本均衡的戰(zhàn)略轉(zhuǎn)移。截至2016年底,全國(guó)實(shí)現(xiàn)義務(wù)教育發(fā)展基本均衡的縣(市、區(qū))占全國(guó)總數(shù)的62.4%,義務(wù)教育均衡發(fā)展有序推進(jìn),但從整體上看,連片特困縣義務(wù)教育均衡發(fā)展呈現(xiàn)出推進(jìn)速度慢、穩(wěn)定程度差和均衡水平低等制約瓶頸,脫貧攻堅(jiān)通過(guò)促進(jìn)經(jīng)濟(jì)社會(huì)全面發(fā)展、改善薄弱學(xué)校辦學(xué)條件、保障義務(wù)教育經(jīng)費(fèi)投入、提升鄉(xiāng)村教師隊(duì)伍素質(zhì)、創(chuàng)新義務(wù)教育發(fā)展機(jī)制等,為突破連片特困縣義務(wù)教育均衡發(fā)展困境帶來(lái)了機(jī)遇與助力。
[Abstract]:Since the publication of the compulsory Education Law of the people's Republic of China in 1986 and the implementation of the nine-year compulsory education system, the development of compulsory education in China has undergone a strategic shift from basic popularization, comprehensive popularization, preliminary equilibrium to basic equilibrium.By the end of 2016, the counties (cities and districts) that had basically balanced the development of compulsory education in the whole country accounted for 62.4 percent of the total national total. The balanced development of compulsory education was advancing in an orderly manner, but on the whole, the balanced development of compulsory education in the counties with special difficulties showed a slow speed.The bottleneck of poor stability and low equilibrium is to overcome poverty by promoting the overall economic and social development, improving the running conditions of weak schools, ensuring the investment of compulsory education funds, and improving the quality of rural teachers.Innovating the development mechanism of compulsory education has brought opportunity and help to break through the predicament of balanced development of compulsory education in counties with special difficulties.
