美國NGAS評價體系的實施現(xiàn)狀、問題與發(fā)展動向

【摘要】:在"力爭上游評價項目"的資助下,美國多個州聯(lián)合建立了與"核心標準"相一致的評價體系(NGAS)。NGAS評價體系由PARCC評價體系和SBAC評價體系構成。目前,該評價體系已在美國的多個州和地區(qū)正式實施,但在實施過程中逐漸暴露出一些問題,包括聯(lián)邦介入評價體系的開發(fā)和實施,受到政治上的反對;基于測驗的問責制受到抵制;測驗的實施未能縮小學生成績差距;測驗實施成本太高,遭遇財政困難;測驗時間長、難度高,加重了學生學習負擔等。將已有評價體系與州研制的測試相結合、提供多樣化評價政策和選擇、縮短測驗時間等是美國NGAS評價體系實施的新舉措。
[Abstract]:With the aid of "striving for upstream evaluation project", several states in the United States have jointly established an evaluation system consistent with the "core standard". The evaluation system is composed of PARCC evaluation system and SBAC evaluation system.At present, the evaluation system has been formally implemented in many states and regions of the United States, but some problems have been gradually exposed in the process of implementation, including the development and implementation of the federal intervention evaluation system, which has been opposed politically;The accountability system based on the test is resisted; the implementation of the test fails to narrow the gap between the students' achievement; the cost of the test is too high and it encounters financial difficulties; the test has long time and high difficulty, which increases the students' learning burden and so on.Combining the existing evaluation system with the tests developed by the state, providing diversified evaluation policies and choices, and shortening the test time are the new measures for the implementation of the NGAS evaluation system in the United States.
