美國(guó)NGAS評(píng)價(jià)體系的實(shí)施現(xiàn)狀、問(wèn)題與發(fā)展動(dòng)向

【摘要】:在"力爭(zhēng)上游評(píng)價(jià)項(xiàng)目"的資助下,美國(guó)多個(gè)州聯(lián)合建立了與"核心標(biāo)準(zhǔn)"相一致的評(píng)價(jià)體系(NGAS)。NGAS評(píng)價(jià)體系由PARCC評(píng)價(jià)體系和SBAC評(píng)價(jià)體系構(gòu)成。目前,該評(píng)價(jià)體系已在美國(guó)的多個(gè)州和地區(qū)正式實(shí)施,但在實(shí)施過(guò)程中逐漸暴露出一些問(wèn)題,包括聯(lián)邦介入評(píng)價(jià)體系的開發(fā)和實(shí)施,受到政治上的反對(duì);基于測(cè)驗(yàn)的問(wèn)責(zé)制受到抵制;測(cè)驗(yàn)的實(shí)施未能縮小學(xué)生成績(jī)差距;測(cè)驗(yàn)實(shí)施成本太高,遭遇財(cái)政困難;測(cè)驗(yàn)時(shí)間長(zhǎng)、難度高,加重了學(xué)生學(xué)習(xí)負(fù)擔(dān)等。將已有評(píng)價(jià)體系與州研制的測(cè)試相結(jié)合、提供多樣化評(píng)價(jià)政策和選擇、縮短測(cè)驗(yàn)時(shí)間等是美國(guó)NGAS評(píng)價(jià)體系實(shí)施的新舉措。
[Abstract]:With the aid of "striving for upstream evaluation project", several states in the United States have jointly established an evaluation system consistent with the "core standard". The evaluation system is composed of PARCC evaluation system and SBAC evaluation system.At present, the evaluation system has been formally implemented in many states and regions of the United States, but some problems have been gradually exposed in the process of implementation, including the development and implementation of the federal intervention evaluation system, which has been opposed politically;The accountability system based on the test is resisted; the implementation of the test fails to narrow the gap between the students' achievement; the cost of the test is too high and it encounters financial difficulties; the test has long time and high difficulty, which increases the students' learning burden and so on.Combining the existing evaluation system with the tests developed by the state, providing diversified evaluation policies and choices, and shortening the test time are the new measures for the implementation of the NGAS evaluation system in the United States.
