【摘要】：通過對2010年-2014年中國義務教育發(fā)展水平的區(qū)域測度發(fā)現(xiàn):義務教育"中部塌陷"總體情況有所好轉,但形勢依舊嚴峻;義務教育"中部塌陷"只是局部塌陷,并非"全盤塌陷";義務教育教育經費"中部塌陷"導致了教育發(fā)展"雙重塌陷"。經濟發(fā)展速度相對落后、地方財力不足、中央財政扶持力度偏小、人口壓力較大等原因造成了義務教育"中部塌陷"。因此,要消弭"中部塌陷",實現(xiàn)區(qū)域義務教育均衡發(fā)展,一是要助推中部地區(qū)經濟發(fā)展,加快完善中部地區(qū)義務教育發(fā)展的"造血"機制;二是要加大中央財政對中部義務教育的支持力度,不斷優(yōu)化中部地區(qū)義務教育發(fā)展的外部"輸血"機制;三是要強化地方政府公共服務職能,合理引導人口流動,緩解義務教育供需壓力。
[Abstract]:Through the regional measurement of the development level of compulsory education in China from 2010 to 2014, it is found that the general situation of compulsory education "central collapse" has improved, but the situation is still grim, and the "central collapse" of compulsory education is only partial collapse. The "central collapse" of compulsory education funds has led to a "double collapse" in the development of education. The economic development rate is relatively backward, the local financial resources are insufficient, and the financial support of the central government is on the low side. The population pressure has caused the "central collapse" of compulsory education. Therefore, in order to eliminate the "central collapse" and realize the balanced development of regional compulsory education, the first is to boost the economic development of the central region. Second, it is necessary to increase the support of the central finance to the central compulsory education, and constantly optimize the external "blood transfusion" mechanism for the development of compulsory education in the central region. Third, it is necessary to strengthen the public service function of local government, reasonably guide the population flow and relieve the pressure of supply and demand of compulsory education.
