【摘要】：在全球的K-12在線教育發(fā)展中,美國一直處于領(lǐng)先地位和增長、上升的態(tài)勢。論文主要采用了文獻研究的方法,從緣起和發(fā)展動因、系統(tǒng)結(jié)構(gòu)和政策解讀三個維度,對近20年來美國K-12在線教育的發(fā)展狀況進行系統(tǒng)分析和總結(jié)。研究發(fā)現(xiàn):1.在線教育在美國K-12教育系統(tǒng)中的應用和發(fā)展,一直是緊緊圍繞下述三個目標來進行的,一是為了滿足學生的個性化、多元化發(fā)展需求,二是為了促進教育資源共享、縮小"數(shù)字鴻溝"和促進教育公平,三是為了提高傳統(tǒng)學校的校內(nèi)教學質(zhì)量;2.經(jīng)過長期的發(fā)展和不斷完善,已初步形成了覆蓋整個K-12教育體系的多樣化的在線教育項目形態(tài)、探索了較為成熟的以學生為中心的虛擬學習系統(tǒng)和構(gòu)建了以州立虛擬學校為核心的K-12在線教育系統(tǒng)結(jié)構(gòu),在這個系統(tǒng)結(jié)構(gòu)中,州政府、州立虛擬學校、在線教育供應商和中小學分別承擔著各自的角色和職責;3.在K-12在線教育發(fā)展的早期,聯(lián)邦政府和各州政府的直接推動發(fā)揮了極其重要的作用,也是近20年K-12在線教育穩(wěn)定、持續(xù)發(fā)展的根本保障。這些政策在一定程度上確保了在線教育為支持和解決美國K-12教育改革和發(fā)展的重大問題和重要議題服務,包括了問責、公平與可獲得性、K-12教育系統(tǒng)的質(zhì)量和效率、教師專業(yè)發(fā)展及近年來越來越重要的數(shù)據(jù)隱私和安全問題。
[Abstract]:In the global K-12 online education development, the United States has been in the leading position and growth, rising trend. System structure and policy interpretation three dimensions. This paper makes a systematic analysis and summary of the development of K-12 online education in the United States in the past 20 years, and finds out that the application and development of online education in the K-12 education system of the United States. It has been carried out closely around the following three goals, one is to meet the individual needs of students, the other is to promote the sharing of educational resources, reduce the "digital divide" and promote education equity. Third, to improve the quality of teaching in traditional schools; 2. After a long period of development and continuous improvement, a diversified form of online education projects covering the entire K-12 education system has been formed. This paper explores the more mature student-centered virtual learning system and constructs the K-12 online education system structure with the state virtual school as the core. In this system structure, the state government and the state virtual school. Online education providers and primary and secondary schools respectively assume their respective roles and responsibilities; 3. In the early days of the development of K-12 online education, the direct promotion of the federal and state governments played an extremely important role, and the K-12 online education was stable in the last 20 years. These policies ensure, to some extent, that online education serves major issues and issues that support and address the reform and development of K-12 education in the United States, including accountability. The quality and efficiency of the equity and accessibility K-12 education system, the professional development of teachers and the increasingly important issues of data privacy and security in recent years.
