【摘要】：自1968年聯(lián)邦政府頒布第一部《雙語教育法》至今,利益集團(tuán)的博弈和少數(shù)族裔對政治權(quán)利的訴求使得美國的雙語教育政策搖擺不定,加州作為美國移民人口最多的州之一經(jīng)歷著尤為激烈的沖突。在八九十年代"唯英語"運(yùn)動盛行的背景下,加州一位硅谷商人朗·昂茨在1997年以加強(qiáng)移民孩子英語教育的名義,發(fā)起了一項取消雙語教育的《227提案》,由此引發(fā)了媒體大眾和教育界人士對于雙語教育利弊的熱議。該提案提出10歲以下的英語學(xué)習(xí)者應(yīng)在沉浸式課堂中學(xué)習(xí)一年英語,即轉(zhuǎn)入主流課堂進(jìn)行學(xué)科課程的學(xué)習(xí)。盡管227提案遭到了教育界人士和部分少數(shù)族裔的強(qiáng)烈反對,最終還是以61%的支持率得以通過。加州的雙語教育由此告終,對少數(shù)族裔子女的學(xué)習(xí)和生活造成了深遠(yuǎn)的影響。本文以加州227提案為切入點(diǎn)以探究加州的雙語教育活動,第一章簡述了加州雙語教育發(fā)展的歷史;第二章對227提案制定的始末進(jìn)行了詳細(xì)描述,對提案的內(nèi)容和本身的問題做出分析;第三章則從學(xué)校、家庭、社會的層面對227提案實施的具體形式及其影響予以梳理和探究,體現(xiàn)出加州人民在227提案之后對雙語教育深化的理解及227提案對個體、家庭和社會帶來的深遠(yuǎn)影響;最后就227提案對于雙語教育政策的制定進(jìn)行了思考和總結(jié)。
[Abstract]:Since 1968, the federal government issued the first "Bilingual Education Law" so far, the game of interest groups and ethnic minorities demands for political rights makes American bilingual education policy wavering, California as one of the immigrant population of the United States most states experiencing conflict is particularly fierce. In 80s and 90s the "English only" campaign background. California, a Silicon Valley businessman Ron Antz in 1997 to strengthen the name of immigrant children English education, bilingual education has launched a cancel <227 proposal ", which triggered the mass media and educational circles for bilingual education in the pros and cons of hot. The proposal under the age of 10 English learners should learn English immersion in a year in the classroom, the classroom discipline into mainstream courses. Although the 227 proposal was strongly opposed to the education sector and some ethnic minorities, eventually to 61% The support rate was passed. The end of bilingual education in California, had a profound impact on minority children's learning and life. In this paper, the bilingual education activities in California 227 proposal as a starting point to explore California, the first chapter introduces the development history of bilingual education in California; the second chapter of the 227 proposals made by detail description, make analysis to the contents of the proposal and the problem itself; the third chapter from the school, family and society in specific forms of implementation of proposition 227 and its influence to sort out and explore, reflect California people's deepening of bilingual education in 227 after the proposal of understanding and 227 proposals on the individual, family and society has far-reaching influence the last 227 proposals for the formulation; bilingual education policy for the thinking and summary.
