【摘要】：教師輪崗具有重要價值,它推動了教師工作方式與生存方式的改變,為教育生態(tài)系統(tǒng)注入了活力。面對教育利益格局日益固化的現(xiàn)實,各級政府應(yīng)明確自身責(zé)任,發(fā)揮綜合協(xié)調(diào)作用,打破教育利益分割的扭曲局面,穩(wěn)步推進教師輪崗政策的實施,為實現(xiàn)義務(wù)教育的均衡發(fā)展進行有益的探索和嘗試。基于合理性與合法性分析,輪崗政策實施中的政府責(zé)任主要包括:確立合理的政策目標(biāo),構(gòu)建完善的支持體系,建立規(guī)范的輪崗流程,形成有效的激勵機制。
[Abstract]:Teacher rotation is of great value, which promotes the change of teachers' working style and survival style, and infuses vitality into the educational ecosystem. In the face of the reality that the pattern of educational interests is solidifying day by day, governments at all levels should clarify their own responsibilities, play a comprehensive and coordinated role, break the distorted situation of the division of educational interests, and steadily promote the implementation of the policy of teacher rotation. In order to realize the balanced development of compulsory education to carry on beneficial exploration and attempt. Based on the analysis of rationality and legitimacy, the responsibility of government in the implementation of rotation policy mainly includes: establishing reasonable policy objectives, constructing perfect support system, establishing standardized rotation process, and forming effective incentive mechanism.
