成都市青白江區(qū)義務(wù)教育資源配置均衡性研究

【摘要】:當(dāng)前,伴隨著我國改革開放積累起來的經(jīng)濟(jì)基礎(chǔ),義務(wù)教育領(lǐng)域取得了明顯成效,但也存在著教育資源失衡現(xiàn)象,這在某種程度上制約了我國教育現(xiàn)代化的發(fā)展進(jìn)程。青白江區(qū)作為成都北部重要的雙千億產(chǎn)業(yè)新城,承擔(dān)著四川經(jīng)濟(jì)發(fā)展的重任,教育在經(jīng)濟(jì)社會(huì)發(fā)展中的先導(dǎo)性、全局性和基礎(chǔ)性作用更是尤顯突出。筆者通過對(duì)青白江區(qū)在義務(wù)教育資源均衡配置方而的監(jiān)測(cè)數(shù)據(jù)發(fā)現(xiàn),青白江區(qū)對(duì)義務(wù)教育高度重視,也采取了一些均衡配置資源的思路和措施,但也存在一些結(jié)構(gòu)上的失衡或困境,急需破解和提升。本文所探討的青白江區(qū)教育資源均衡配置問題,作為我國廣大基層義務(wù)教育資源配置的一個(gè)縮影,具有一定的典型和普遍意義。因此,本文借助一些具體數(shù)據(jù),通過統(tǒng)計(jì)學(xué)上的差異系數(shù),在對(duì)成都市青白江區(qū)教育資源配置不夠均衡的現(xiàn)狀、成因進(jìn)行分析的基礎(chǔ)上,提出了相應(yīng)的均衡提升對(duì)策,希望對(duì)我國其它地區(qū)推進(jìn)義務(wù)教育資源均衡配置具有一定的啟示意義,筆者也樂見本文能夠?qū)ξ覈x務(wù)教育資源均衡發(fā)展、實(shí)現(xiàn)全國范圍內(nèi)的教育公平有所助力。本文從青白江區(qū)義務(wù)教育資源配置現(xiàn)狀著手,通過采集大量數(shù)據(jù),對(duì)青白江區(qū)義務(wù)教育資源配置失衡的原因進(jìn)行分析,并借鑒國外相關(guān)經(jīng)驗(yàn),提出均衡配置教育資源的對(duì)策建議。內(nèi)容包括:一是評(píng)述了國內(nèi)外研究現(xiàn)狀,介紹了本文的研究內(nèi)容、研究方法、研究思路以及創(chuàng)新與不足之處;二是對(duì)義務(wù)教育資源均衡配置的相關(guān)概念、重要意義、價(jià)值取向、理論基礎(chǔ)等進(jìn)行了界定并分析;三是借助監(jiān)測(cè)數(shù)據(jù)和統(tǒng)計(jì)方法,評(píng)述了青白江區(qū)義務(wù)教育資源配置的現(xiàn)狀,重點(diǎn)對(duì)其中存在的失衡現(xiàn)象進(jìn)行了描述和分析;四是對(duì)青白江區(qū)義務(wù)教育資源配置失衡原因進(jìn)行了分析,提出了實(shí)現(xiàn)青白江區(qū)義務(wù)教育資源配置均等化的對(duì)策建議,主要包括加大政府教育投入,建立經(jīng)費(fèi)投入保障機(jī)制;強(qiáng)化教育系統(tǒng)行為,實(shí)現(xiàn)資源共享;關(guān)注弱勢(shì)群體,促進(jìn)群體間均衡;完善評(píng)估機(jī)制,激活發(fā)展?jié)摿Φ?以此促進(jìn)青白江區(qū)義務(wù)教育資源配置更加均衡與科學(xué)發(fā)展。
[Abstract]:At present, with the accumulated economic base of reform and opening up, the field of compulsory education has achieved obvious results, but there is also an imbalance of educational resources, which to some extent restricts the development of education modernization in our country. As an important double-hundred billion industrial new city in the north of Chengdu, Qingbaijiang District bears the important task of Sichuan's economic development, especially the leading, overall and fundamental role of education in the economic and social development. Based on the monitoring data of the balanced allocation of compulsory education resources in Qingbaijiang District, the author found that Qingbaijiang District attached great importance to compulsory education and adopted some ideas and measures for balanced allocation of resources. But there are also some structural imbalances or dilemmas that urgently need to be solved and promoted. The problem of balanced allocation of educational resources in Qingbaijiang district discussed in this paper, as a microcosm of the resources allocation of compulsory education at the grass-roots level in our country, has a certain typical and universal significance. Therefore, with the help of some specific data and statistical difference coefficient, based on the analysis of the present situation and causes of the unbalanced allocation of educational resources in Qingbaijiang District, Chengdu, this paper puts forward the corresponding balanced promotion countermeasures. Hope to promote the balanced allocation of compulsory education resources in other areas of our country has some enlightening significance, and the author is also glad to see that this article can be helpful to the balanced development of compulsory education resources in our country and the realization of educational equity in the whole country. Starting from the present situation of compulsory education resources allocation in Qingbaijiang district, this paper analyzes the reasons for the imbalance of compulsory education resources allocation in Qingbaijiang district by collecting a large number of data, and draws lessons from the relevant experience of foreign countries. The countermeasures and suggestions of balanced allocation of educational resources are put forward. The main contents are as follows: first, the research status at home and abroad is reviewed, and the research contents, research methods, research ideas, innovations and shortcomings are introduced. Secondly, the concept, significance, value orientation and theoretical basis of balanced allocation of compulsory education resources are defined and analyzed. Thirdly, with the help of monitoring data and statistical methods, this paper comments on the present situation of compulsory education resources allocation in Qingbaijiang District, focusing on the description and analysis of the imbalance among them. Fourthly, this paper analyzes the reasons for the imbalance of compulsory education resources allocation in Qingbaijiang district, and puts forward the countermeasures and suggestions to realize the equalization of compulsory education resources allocation in Qingbaijiang district, which mainly includes increasing the government's education input and establishing the guarantee mechanism of funds input; Strengthen the behavior of education system, realize the sharing of resources, pay attention to the vulnerable groups, promote the balance among groups, perfect the evaluation mechanism, activate the development potential and so on, so as to promote the more balanced and scientific development of compulsory education resources allocation in Qingbaijiang district.
