【摘要】： 新一輪基礎(chǔ)教育改革引發(fā)了對(duì)我國(guó)基礎(chǔ)教育教科書發(fā)展的全面審視。溫故而知新，不全面審視我國(guó)原有教科書制度模式之利弊，便無以創(chuàng)新。自建國(guó)以來我國(guó)教科書走過一條什么樣的路?有何得失?其原因何在?時(shí)下教科書現(xiàn)狀如何?又該如何看待?我國(guó)義務(wù)教育教科書應(yīng)持何種價(jià)值?對(duì)以上問題的思考便是本文立論的基礎(chǔ)。 問題的綜合決定了方法的綜合：論文運(yùn)用歷史文獻(xiàn)法，全面爬梳我國(guó)基礎(chǔ)教育教科書發(fā)展的歷程；運(yùn)用比較研究法，置我國(guó)教科書發(fā)展于世界其他國(guó)家教科書的大視界之中；運(yùn)用案例法、制度分析法，綜合宏觀與微觀兩方面以期全面深入把握教科書發(fā)展脈絡(luò)及其得失。既而，分析我國(guó)義務(wù)教育教科書制度改革的方向。在此思路下，論文對(duì)我國(guó)建國(guó)以來教科書制度進(jìn)行歷史考察，劃分了新中國(guó)教科書制度發(fā)展的幾個(gè)基本階段并分析了各階段的特點(diǎn)。通過對(duì)當(dāng)前義務(wù)教育教科書制度的改革動(dòng)向、運(yùn)行機(jī)制等的調(diào)查，分析了我國(guó)現(xiàn)行義務(wù)教育教科書制度存在的主要問題及原因。通過對(duì)美國(guó)、英國(guó)、日本等發(fā)達(dá)國(guó)家義務(wù)教育教科書制度的比較研究，揭示了這些國(guó)家教科書制度的優(yōu)缺點(diǎn)，便于為我國(guó)義務(wù)教育教科書制度的完善提供了一些借鑒思路。上述三個(gè)方面的探討主要在于為我國(guó)義務(wù)教育教科書制度的構(gòu)建提供實(shí)踐支撐，在此基礎(chǔ)上，從分析義務(wù)教育的性質(zhì)出發(fā)，，探討了義務(wù)教育教科書的特點(diǎn)、制度功能以及制度選擇等理論問題，明確了義務(wù)教育教科書制度的基本框架以及其價(jià)值選擇。最后，結(jié)合我國(guó)的實(shí)際情況提出完善義務(wù)教育教科書制度的初步建議。 義務(wù)教育教科書制度是包含編寫、審查、出版、選用、供給等一系列制度的綜合，因而我國(guó)義務(wù)教育教科書制度的改革必須從多方面入手：實(shí)行自由開放的教科書編寫制度，提高教科書的編寫質(zhì)量；完善教科書編寫、審查制度，實(shí)現(xiàn)編審分離：破除教科書出版發(fā)行中的行業(yè)壟斷、引入市場(chǎng)機(jī)制；完善教科書選用制度改革，擴(kuò)大學(xué)生、教師和學(xué)校話語權(quán)；建立符合我國(guó)國(guó)情的教科書無償供給制度。 本文嘗試?yán)迩辶x務(wù)教育教科書制度的性質(zhì)和構(gòu)成維度，梳理我國(guó)教科書制度發(fā)展的歷史，尋找我國(guó)現(xiàn)行義務(wù)教育教科書制度的問題，明確我國(guó)義務(wù)教育教科書制度改革的基本方向，并希望通過這些初步研究為我國(guó)義務(wù)教育教科書制度的完善提供基本的思路。本文針對(duì)我國(guó)教科書發(fā)展發(fā)展提出的建議與反思，尚假實(shí)踐證明，亦是筆者今后努力的方向。
[Abstract]:A new round of basic education reform has led to a comprehensive examination of the development of basic education textbooks in China . Therefore , it is no innovation that we should not thoroughly examine the pros and cons of the original textbook system model in our country . How to treat the textbook in our country since the founding of the People ' s Republic of China ? How should it be viewed ? What is the value of the textbook of compulsory education in our country ? The thinking about the above problem is the basis of this paper . This paper analyzes the main problems and causes of the textbook system of compulsory education in our country . Through the comparative study of the textbook system of compulsory education in the United States , Britain and Japan , this paper analyzes the characteristics of the textbook system of compulsory education in our country , and analyses the characteristics of the textbook system of compulsory education in China . The textbook system of compulsory education is composed of a series of systems , such as writing , reviewing , publishing , selecting and supplying . Therefore , the reform of the textbook system of compulsory education in our country must start from various aspects : the introduction of free and open textbook writing system , the improvement of the writing quality of textbooks , the improvement of textbook compilation , the introduction of market mechanism , the improvement of textbooks selection system reform , the expansion of students , teachers and school discourse right , and the establishment of textbooks which are in conformity with the national conditions of our country . This paper attempts to clarify the nature and composition dimensions of the textbook system of compulsory education in our country , combs the history of the development of textbooks system in our country , finds out the basic direction of the reform of compulsory education textbook system in our country , and hopes to provide the basic idea for the perfection of the textbook system of compulsory education in our country .
