高校教師流動(dòng)難的制度瓶頸和調(diào)整對(duì)策

【摘要】:高校教師合理流動(dòng)對(duì)高等教育質(zhì)量提升、人力資源配置優(yōu)化和國(guó)家核心競(jìng)爭(zhēng)力增強(qiáng)有重要作用。當(dāng)前,我國(guó)高校教師流動(dòng)過(guò)程中存在庸者不能出、新人不能進(jìn)、能者不平衡、流動(dòng)不正常等問(wèn)題。阻礙高校教師合理流動(dòng)的因素主要有教師權(quán)責(zé)認(rèn)識(shí)不清、內(nèi)外部保障規(guī)范不足、流動(dòng)手段辦法單一、績(jī)效管理不夠等。因此,促進(jìn)高校教師合理流動(dòng)需要進(jìn)一步深化教師流動(dòng)的權(quán)責(zé)認(rèn)識(shí),加強(qiáng)內(nèi)外部制度改革聯(lián)動(dòng),完善合理流動(dòng)配套政策,建立健全績(jī)效管理體系等。
[Abstract]:The rational flow of university teachers plays an important role in improving the quality of higher education, optimizing the allocation of human resources and enhancing the core competitiveness of the country. At present, in the process of teacher mobility in colleges and universities in our country, there are some problems, such as mediocre can not come out, newcomers can not enter, can not balance, flow is abnormal and so on. The main factors hindering the rational flow of teachers in colleges and universities are unclear understanding of teachers' rights and responsibilities, insufficient internal and external security norms, single means of flow, insufficient performance management and so on. Therefore, to promote the rational flow of teachers in colleges and universities, it is necessary to further deepen the understanding of the rights and responsibilities of teachers' mobility, strengthen the linkage of internal and external system reform, perfect the matching policies of reasonable mobility, and establish and improve the performance management system.
