高校教師流動難的制度瓶頸和調(diào)整對策

【摘要】:高校教師合理流動對高等教育質(zhì)量提升、人力資源配置優(yōu)化和國家核心競爭力增強有重要作用。當前,我國高校教師流動過程中存在庸者不能出、新人不能進、能者不平衡、流動不正常等問題。阻礙高校教師合理流動的因素主要有教師權(quán)責認識不清、內(nèi)外部保障規(guī)范不足、流動手段辦法單一、績效管理不夠等。因此,促進高校教師合理流動需要進一步深化教師流動的權(quán)責認識,加強內(nèi)外部制度改革聯(lián)動,完善合理流動配套政策,建立健全績效管理體系等。
[Abstract]:The rational flow of university teachers plays an important role in improving the quality of higher education, optimizing the allocation of human resources and enhancing the core competitiveness of the country. At present, in the process of teacher mobility in colleges and universities in our country, there are some problems, such as mediocre can not come out, newcomers can not enter, can not balance, flow is abnormal and so on. The main factors hindering the rational flow of teachers in colleges and universities are unclear understanding of teachers' rights and responsibilities, insufficient internal and external security norms, single means of flow, insufficient performance management and so on. Therefore, to promote the rational flow of teachers in colleges and universities, it is necessary to further deepen the understanding of the rights and responsibilities of teachers' mobility, strengthen the linkage of internal and external system reform, perfect the matching policies of reasonable mobility, and establish and improve the performance management system.
