深圳市公共衛(wèi)生人力資源配置及公平性分析

【摘要】:目的 :分析深圳市公共衛(wèi)生人力資源配置現(xiàn)狀和公平性。方法 :自行設(shè)計(jì)調(diào)查表收集深圳市"十二五"期間疾病預(yù)防控制、衛(wèi)生監(jiān)督、慢性病防治、職業(yè)預(yù)防、精神衛(wèi)生等專業(yè)公共衛(wèi)生機(jī)構(gòu)的人力資源現(xiàn)狀,選用綜合評分法評價(jià)人力素質(zhì)、洛倫茲曲線和基尼系數(shù)評價(jià)配置公平性。結(jié)果 :深圳市2015年在編公共衛(wèi)生人員1 918人,其中疾病預(yù)防控制、衛(wèi)生監(jiān)督、慢性病防治、職業(yè)預(yù)防、精神衛(wèi)生在編人員及比例分別為652人(34.0%)、414人(21.6%)、516人(26.9%)、263人(13.7%)、73人(3.8%)。市級機(jī)構(gòu)在編人員人力綜合素質(zhì)指數(shù)依次是市職業(yè)病防治院(8.7)、市疾病預(yù)防控制中心(7.8)、市精神衛(wèi)生中心(7.0)、市慢性病防治中心(6.4)。區(qū)級公共衛(wèi)生人力資源按人口、地理分布的基尼系數(shù)分別為0.631、0.529。結(jié)論:深圳市公共衛(wèi)生人員配置不均衡,有必要增加寶安、龍崗和龍華等西部區(qū)域的人員配置。
[Abstract]:Objective: to analyze the current situation and fairness of public health human resources allocation in Shenzhen. Methods: a self-designed questionnaire was designed to collect the status quo of human resources in professional public health institutions such as disease prevention and control, health supervision, chronic disease prevention, occupational prevention, mental health and so on in Shenzhen during the 12th five-year Plan period. Comprehensive scoring method was used to evaluate human quality, Lorentz curve and Gini coefficient were used to evaluate the fairness of allocation. Results: there were 1 918 public health personnel in Shenzhen in 2015, of which 652 (34.0%) were in the ranks of disease prevention and control, health supervision, chronic disease prevention, occupational prevention and mental health. 414 (21.6%), 516 (26.9%), 263 (13.7%), 73 (3.8%). The human comprehensive quality index of the staff in the municipal institutions was 8.7, 7.8, 7.0 and 6.4, respectively, in the order of occupational disease prevention and control institute (8.7), city center for disease prevention and control (7.8), city center for mental health (7.0) and city center for the prevention and control of chronic diseases (6.4). The Gini coefficients of population and geographical distribution of public health human resources at district level are 0.631 and 0.529 respectively. Conclusion: it is necessary to increase the staffing of Baoan, Longgang, Longhua and other western regions because of the imbalance of public health personnel in Shenzhen.
