【摘要】：《全球信息社會(huì)發(fā)展報(bào)告2015》是全球首次發(fā)布的全面反映世界各國(guó)信息社會(huì)發(fā)展水平的研究報(bào)告,報(bào)告測(cè)評(píng)了全球及五大洲126個(gè)國(guó)家的信息社會(huì)發(fā)展水平。報(bào)告顯示,2015年全球信息社會(huì)指數(shù)(ISI)達(dá)到0.5494,正從工業(yè)社會(huì)向信息社會(huì)加速轉(zhuǎn)型。其中,51個(gè)國(guó)家已經(jīng)先行進(jìn)入信息社會(huì)(ISI在0.6以上),62個(gè)國(guó)家處于轉(zhuǎn)型期(ISI在0.3-0.6之間),仍有13個(gè)國(guó)家尚處于信息社會(huì)起步期(ISI在0.3以下)。2015年歐洲信息社會(huì)指數(shù)達(dá)到0.6899,是信息社會(huì)發(fā)展程度最高的地區(qū),非洲信息社會(huì)指數(shù)為0.3414,是全球信息社會(huì)發(fā)展最落后的地區(qū);2015年盧森堡信息社會(huì)指數(shù)為0.8989,位居全球第一,芬蘭、新加坡、瑞典、瑞士、丹麥、挪威、英國(guó)、奧地利、日本分別位列第二至第十位,中國(guó)僅位列第88位。從分類指標(biāo)看,2015年以色列信息經(jīng)濟(jì)指數(shù)達(dá)0.9146,位居全球第一,其人力資源、研發(fā)投入、創(chuàng)新能力在全球處于領(lǐng)先地位;盧森堡網(wǎng)絡(luò)社會(huì)指數(shù)達(dá)0.9595,排名全球第一;韓國(guó)在線政府指數(shù)為0.9642,位居全球第一,在電子政務(wù)、在線服務(wù)等方面表現(xiàn)卓越;巴林?jǐn)?shù)字生活指數(shù)達(dá)0.9767,位列全球首位,移動(dòng)電話、電腦和互聯(lián)網(wǎng)基本得到普及。2015年低收入國(guó)家信息社會(huì)指數(shù)為0.2488,而高收入國(guó)家信息社會(huì)指數(shù)達(dá)到0.7537。經(jīng)濟(jì)水平是信息社會(huì)發(fā)展的決定性因素,但當(dāng)人均GDP達(dá)到1萬美元后,經(jīng)濟(jì)增長(zhǎng)對(duì)信息社會(huì)的帶動(dòng)作用將逐步減弱。移動(dòng)電話是發(fā)展中國(guó)家最主要的數(shù)字生活工具,2015年發(fā)展中國(guó)家電腦家庭普及率、互聯(lián)網(wǎng)普及率分別僅為31.64%、35.25%,但移動(dòng)電話普及率達(dá)到105.78%。
[Abstract]:The Global Information Society Development report 2015 is the first study report to reflect the level of information society development of all countries in the world. The report assesses the level of information society development in 126 countries around the world and on five continents. The global information society index (ISI) reached 0.5494 in 2015, accelerating the transition from an industrial society to an information society, according to the report. Of these, 51 countries have entered the information society (ISI is above 0.6) and 62 countries are in transition (ISI between 0.3-0.6). Thirteen countries are still in the infancy of the information society (ISI below 0. 3). The European Information Society Index reached 0. 6899 in 2015, making it the most developed region of the information society, with the information society index in Africa at 0. 3414. Is the most backward region of the global information society; Luxembourg ranked first in the world at 0.8989 in 2015, with Finland, Singapore, Sweden, Switzerland, Denmark, Norway, the United Kingdom, Austria and Japan in second to tenth place, while China was 88th. According to the classified indicators, Israel's information economy index reached 0.9146 in 2015, ranking first in the world, and its human resources, R & D investment and innovation ability are in the leading position in the world, while Luxembourg's network social index is 0.9595, ranking first in the world; South Korea's online government index of 0.9642, ranked first in the world, in e-government, online services and other aspects of excellence; Bahrain's digital life index was the highest in the world, with mobile phones, computers and the Internet widely available. In 2015, the information society index for low-income countries was 0.2488, compared with 0.7537 for high-income countries. The economic level is the decisive factor in the development of the information society, but when the per capita GDP reaches 10, 000 US dollars, the driving effect of economic growth on the information society will be gradually weakened. Mobile phone is the most important digital living tool in developing countries. In 2015, the penetration rate of computer households in developing countries is only 31.64% and 35.25% respectively, but the mobile phone penetration rate is 105.78%.
