【摘要】：人力資源流動(dòng)是影響衛(wèi)生事業(yè)發(fā)展的關(guān)鍵因素,人力資源流動(dòng)在醫(yī)療集團(tuán)的各個(gè)醫(yī)療機(jī)構(gòu)間表現(xiàn)為"雙逆向流動(dòng)",這種流動(dòng)所產(chǎn)生的"虹吸現(xiàn)象",降低了貧困地區(qū)衛(wèi)生人力資源的素質(zhì),拉大了貧困地區(qū)與發(fā)達(dá)地區(qū)的差距。加快體制改革,改善人才環(huán)境,加大投入,加強(qiáng)國(guó)家宏觀調(diào)控力度,培養(yǎng)高素質(zhì)的管理人員,是解決"虹吸現(xiàn)象"的戰(zhàn)略途徑。
[Abstract]:Human resource flows are key factors affecting health development, The flow of human resources is shown as "double reverse flow" among medical institutions in the medical group. The "siphon phenomenon" produced by this flow reduces the quality of health human resources in poor areas and widens the gap between poor and developed regions. Speeding up the system reform, improving the talent environment, increasing investment, strengthening the national macro-control and training high-quality management personnel are the strategic ways to solve the "siphon phenomenon".
