縣鄉(xiāng)衛(wèi)生一體化協(xié)同發(fā)展人員互動(dòng)策略初探

【摘要】:目的探討農(nóng)村衛(wèi)生技術(shù)人員短缺現(xiàn)狀解決辦法,為我國(guó)基層醫(yī)療衛(wèi)生機(jī)構(gòu)引人難、育人難、用人難提出對(duì)策。方法結(jié)合河南某市實(shí)施的縣鄉(xiāng)衛(wèi)生一體化所開(kāi)展的衛(wèi)生技術(shù)人員互動(dòng),運(yùn)用文獻(xiàn)研究、問(wèn)卷調(diào)查、專題小組座談等方法,比較衛(wèi)生改革前后鄉(xiāng)鎮(zhèn)衛(wèi)生院人力資源狀況。結(jié)果通過(guò)實(shí)施縣鄉(xiāng)衛(wèi)生一體化,采用定編定崗不定人、薪隨崗動(dòng)、與職稱晉升掛鉤,優(yōu)厚的經(jīng)濟(jì)待遇、廣闊的發(fā)展前景等吸引衛(wèi)生人才服務(wù)農(nóng)村,有效緩解了農(nóng)村基層醫(yī)療機(jī)構(gòu)衛(wèi)生人才短缺現(xiàn)狀。結(jié)論縣鄉(xiāng)衛(wèi)生一體化下的醫(yī)療機(jī)構(gòu)協(xié)同發(fā)展模式,是解決我國(guó)農(nóng)村地區(qū)衛(wèi)生人才匱乏一條切實(shí)可行的路徑。
[Abstract]:Objective to explore the solution of the shortage of rural health technicians, and to put forward the countermeasures for the primary medical and health institutions in China. Methods the human resource status of township health centers before and after health reform was compared by using the methods of literature research, questionnaire investigation and panel discussion, combined with the interaction of health technicians in a county and township health integration institute implemented in a certain city of Henan Province. Results through the implementation of the county and township health integration, the health talents were attracted to serve the countryside by adopting the fixed arrangement and fixed post, the salary following the post, the promotion of professional title, the excellent economic treatment, the broad development prospect, and so on. It has effectively alleviated the current situation of the shortage of health personnel in rural primary-level medical institutions. Conclusion the cooperative development model of medical institutions under the integration of county and township health is a feasible way to solve the shortage of health personnel in rural areas of China.
