【摘要】：在當(dāng)今世界,各國綜合國力的對比以及地域間綜合實力的較量在某種程度上就取決于國與國或地域間科技實力的綜合較量。鑒于此,本篇論文通過研究對象—河北省11個地級市的科技狀況進行研究,達到全面了解河北省在科技狀況方面的弊端。這對有指向性的規(guī)劃河北省科技發(fā)展,夯實科技發(fā)展基礎(chǔ),進而使經(jīng)濟發(fā)展飽受科技進步帶來的裨益。此外區(qū)域科技實力的增強,對區(qū)域競爭力的提升,實現(xiàn)“科技興冀”的宏愿望也有很大的現(xiàn)實意義。本文在實地考察的基礎(chǔ)上有目的性地查閱了有關(guān)文獻。通過分析,對科技實力的涵義進行了明確的界定,并結(jié)合前期學(xué)者研究結(jié)果和本文研究重點歸納出科技實力評價原則。此外綜合中心點三角白化權(quán)函數(shù)評價方法、熵權(quán)法等相關(guān)方法,借鑒前期研究者適用于本文的經(jīng)驗,在此基礎(chǔ)上對河北省地級市科技實力進行評價分析。之后考慮到研究對象的區(qū)域性及其特點構(gòu)建了以經(jīng)濟、社會、科技人力資源、科技投入為二級綜合指標(biāo)的評價體系。考慮到整個評價分析過程的客觀公正性,本篇結(jié)合指標(biāo)數(shù)值使用熵權(quán)法對各指標(biāo)賦權(quán)。指標(biāo)權(quán)重最后使用五年指標(biāo)權(quán)重平均值作為計算依據(jù),從而可以實現(xiàn)權(quán)重的一定客觀性。依據(jù)建立的三角白化權(quán)函數(shù),對河北省地級市科技實力進行研究。科技實力評價在我國的發(fā)展歷程相對較短,雖積累了一些經(jīng)驗,但也暴露出一部分不盡如人意的一面,主要體現(xiàn)在評價體系的主觀性、評價客觀性不足等,而且備受科學(xué)界矚目。本文選取的研究對象為河北省11個地級市,其緊鄰京津,京津冀一體化進程正在日益推進,提高河北科技實力顯得尤為重要。文中通過計算分析,明確了河北省科技實力存在的不足集中表現(xiàn)在科技擴散能力差及科研經(jīng)費投入比例低兩個方面,分析了原因并給出了提高其科技實力的建議。
[Abstract]:In today's world, the comparison of national comprehensive national strength and regional comprehensive strength depends to a certain extent on the comprehensive strength of science and technology between countries or regions. In view of this, this paper carries on the research through the research object, Hebei Province 11 prefectural cities' science and technology condition, achieves the comprehensive understanding Hebei Province in the science and technology situation aspect malpractice. This will be helpful to the directed planning of the development of science and technology in Hebei Province, to the consolidation of the foundation of the development of science and technology, and to the benefit of the progress of science and technology to the economic development. In addition, the enhancement of regional scientific and technological strength is of great practical significance to the promotion of regional competitiveness and the realization of the macro desire of "prospering Hebei with science and technology". On the basis of field investigation, this paper reviews the relevant literature purposefully. Through the analysis, the meaning of the scientific and technological strength is clearly defined, and the evaluation principles of the scientific and technological strength are summed up in combination with the previous research results of the scholars and the emphases of this study. In addition, by synthesizing the evaluation method of triangle whitening weight function of center point and entropy weight method, using the experience of previous researchers for reference, this paper evaluates and analyzes the scientific and technological strength of Hebei prefecture-level city. Then, considering the regional and characteristics of the research object, the evaluation system with economy, society, science and technology human resources and science and technology input as the secondary comprehensive index is constructed. Considering the objective fairness of the whole evaluation and analysis process, the entropy weight method is used in this paper. Finally, the average value of five-year index weight is used as the basis for calculating the index weight, which can realize the objectivity of the weight. According to the established triangular albinism weight function, the scientific and technological strength of Hebei prefectural cities was studied. The development of scientific and technological strength evaluation in China is relatively short. Although it has accumulated some experience, it also exposes some unsatisfactory aspects, mainly reflected in the subjectivity of the evaluation system and the lack of objectivity in evaluation, etc. And it has attracted the attention of the scientific community. The research object of this paper is 11 prefecture-level cities in Hebei Province, which is next to Beijing, Tianjin and Hebei, and the integration process of Beijing-Tianjin-Hebei is advancing day by day, so it is particularly important to improve Hebei's scientific and technological strength. Through calculation and analysis, it is clear that the deficiency of Hebei's scientific and technological strength lies in two aspects: the poor diffusion ability of science and technology and the low proportion of scientific research funds. The reasons are analyzed and some suggestions are given to improve the scientific and technological strength of Hebei province.
