上海市浦東新區(qū)衛(wèi)生人力資源配置現(xiàn)狀調(diào)查

【摘要】:目的 :分析2006—2014年上海市浦東新區(qū)衛(wèi)生人力資源的配置狀況,為浦東新區(qū)醫(yī)療機(jī)構(gòu)的人力資源發(fā)展和配置提供決策信息。方法 :收集浦東新區(qū)衛(wèi)生統(tǒng)計(jì)資料和以往有關(guān)人力資源的研究數(shù)據(jù),并在2015年對(duì)浦東新區(qū)的公立醫(yī)療機(jī)構(gòu)進(jìn)行了問(wèn)卷調(diào)查。結(jié)果 :2014年,浦東新區(qū)共有衛(wèi)生人員34 675人,每千戶籍人口衛(wèi)生技術(shù)人員數(shù)9.83人,每千常住人口衛(wèi)生技術(shù)人員5.20人。共有16所區(qū)屬公立醫(yī)院,擁有衛(wèi)生人員1.25萬(wàn)人,衛(wèi)生技術(shù)人員占84.22%;共有45所社區(qū)衛(wèi)生服務(wù)中心,擁有衛(wèi)生人員6 666人,衛(wèi)生技術(shù)人員占83.44%。區(qū)屬公立綜合性醫(yī)院衛(wèi)生技術(shù)人員中,40歲及以上者占33.23%,本科及以上學(xué)歷者占57.00%,高級(jí)職稱者占12.11%;區(qū)屬公立?漆t(yī)院衛(wèi)生技術(shù)人員中,上述比例分別為36.99%、49.84%、8.64%;社區(qū)衛(wèi)生服務(wù)中心衛(wèi)生技術(shù)人員中,上述比例分別為36.37%、50.68%、3.27%。區(qū)屬公立綜合性醫(yī)院、區(qū)屬公立?漆t(yī)院和社區(qū)衛(wèi)生服務(wù)中心的衛(wèi)生人員人均醫(yī)療服務(wù)量分別為1 890.11人次、2 357.90人次、3 199.63人次。結(jié)論 :浦東新區(qū)衛(wèi)生人力資源總量增長(zhǎng)迅速,但人均配置量較低,衛(wèi)生人員人均醫(yī)療服務(wù)量增長(zhǎng)。如何適當(dāng)增加衛(wèi)生人員數(shù),以降低衛(wèi)生人員的工作壓力,值得各級(jí)政府關(guān)注。區(qū)屬公立醫(yī)院和社區(qū)衛(wèi)生服務(wù)中心各類衛(wèi)生人員的構(gòu)成明顯優(yōu)化;衛(wèi)生技術(shù)人員的文化程度、職稱有所提升。但?漆t(yī)院年輕衛(wèi)生技術(shù)人員、社區(qū)衛(wèi)生服務(wù)中心高級(jí)職稱衛(wèi)生技術(shù)人員仍有不足。應(yīng)加大相關(guān)人才培養(yǎng),通過(guò)人才獎(jiǎng)勵(lì)和分配制度改革引入更多年輕、高學(xué)歷、高職稱的衛(wèi)生技術(shù)人員。
[Abstract]:Objective: to analyze the allocation of health human resources in Pudong New District of Shanghai from 2006 to 2014, and to provide decision-making information for the development and allocation of human resources in medical institutions in Pudong New area. Methods: the data of health statistics and previous research on human resources in Pudong New area were collected, and a questionnaire survey was conducted on public medical institutions in Pudong New area in 2015. Results: in 2014, there were 34,675 health workers in Pudong New area, 9.83 health technicians per 1,000 registered population and 5.20 health technicians per 1,000 resident population. There were 16 public hospitals with 12500 health personnel, 84.22 health technicians, and 45 community health service centers, with 6,666 health personnel and 83.44 health technicians. The proportion of health technicians aged 40 years or above, 57.00% and 12.11% of health technicians in district public hospitals were 33.23, 57.00 and 12.11 respectively. The proportion mentioned above is 36.9949.84 and 3.27. among the health technicians in the community health service center, it is 36.370.68 and 3.27respectively. The per capita medical service volume of district public general hospitals, district public specialist hospitals and community health service centres was 1 890.11 / 2 357.90 / 3 199.63 respectively. Conclusion: the total amount of health human resources in Pudong New area is increasing rapidly, but the per capita allocation is low, and the per capita medical service of health personnel is increasing. How to properly increase the number of health personnel to reduce the working pressure of health workers deserves the attention of governments at all levels. The composition of all kinds of health personnel in public hospitals and community health service centers is obviously optimized, and the education level and title of health technicians are improved. However, young health technicians in specialized hospitals and senior title health technicians in community health service centers are still inadequate. It is necessary to increase the training of relevant talents and introduce more young, highly educated and highly qualified health technicians through the reform of talent award and distribution system.
